국문 초록

연구목적: 국가 수준의 정책을 수립·집행·평가하는 과정에서 이를 모니터링하고 평가하기 위해 지표를 개발하고 관리하는 노력이 증대되는 가운데, 이 연구는 국가 수준의 특수교육정책 목표 이행과 성과 관리를 위해 국가특수교육지표체계 정책성과모형을 수립하는 것을 목적으로 하였다. 연구방법: 특수교육 핵심정책목표와 세부 지표를 도출하기 위해 특수교육정책, 특수교육 분야의 통계·조사(예: 특수교육연차보고서, 특수교육실태조사, 특수교육대상자 인권실태조사 등)에서 산출되는 가용한 지표 및 관련 선행 연구들을 수집 및 분석하여 특수교육지표체계 정책성과모형을 개발하였다. 다음으로 개발된 모형의 구성 요소와 지표가 적절히 추출되었는지 26명의 전문가를 대상으로 두 차례의 델파이 조사를 통한 내적 타당화 연구를 진행하였다. 연구결과: 최종적으로 [특수교육 전달체계 고도화](3개 지표), [특수교육 교원 전문성 강화](2개 지표), [개별 맞춤형 특수교육 지원강화](2개 지표), [장애이해(인권보호)교육 지원 내실화](4개 지표), [통합교육 내실화](3개 지표), [진로·직업교육 강화](2개 지표), [장애 영·유아 교육지원 내실화](3개 지표), [고등·평생교육 기회확대](2개 지표)의 총 8개의 핵심정책목표와 20개의 지표를 도출하였다. 논의: 연구 결과를 바탕으로 제언 및 후속 연구방향을 논하였다.

영문 초록

Purpose: In the process of formulating, implementing, and evaluating policies at the national level, efforts to develop and manage indicators for monitoring and evaluation have intensified. This study aimed to establish a national special education indicator system policy performance model to manage the implementation and assess the outcomes of national special education policy goals. Method: To derive the core special education policy objectives and detailed indicators, available indicators and pertinent prior research were collected and analyzed from domestic special education policies, as well as from domestic and international statistics and surveys in the special education and related fields (e.g., special education statistics, special education status surveys, special education longitudinal studies, etc.). Results: A special education indicator system policy performance model was developed. Internal validation was carried out through two rounds of Delphi surveys involving 26 experts to ensure the appropriate extraction of the model's components and indicators. Ultimately, eight core policy goals and 20 indicators were identified: “Enhancement of the Special Education Delivery System” (3 indicators), “Strengthening Special Education Teacher Professionalism” (2 indicators), “Reinforcement of Individualized Special Education Support” (2 indicators), “Internalization of Disability Understanding (Human Rights Protection) Education” (4 indicators), “Substantiation of Inclusive Education” (3 indicators), “Fortification of Career and Vocational Education” (2 indicators), “Internalization of Education Support for Infants and Toddlers with Disabilities” (3 indicators), and “Expansion of Higher and Lifelong Education Opportunities” (2 indicators). Discussion: The study also discussed recommendations, implications, and future research directions based on these findings.
