지자체 저수지 우선순위 관리대책 설정을 위한 위험특성 유형 분석

국문 초록

지자체 저수지의 노후화가 극심한 가운데 저수지의 하류부 친수공간확대로 인하여 거주인구의 생활공간이 증가하고 있으며 지자체 저수지의 실질적인 재난대응체계 마련이 미흡하여 매년 이상기후에 따른피해사례가 발생하고 있다. 이에 본 연구에서는 위치정보 및 속성정보 확인이 가능한 지자체가 관할저수지 13,118개소를 대상으로 경과년도와 하류부 인명 및 시설피해규모 분석결과를 바탕으로 위험특성유형을 분류하고 각 우선적 관리 대책전략을 제시하였다. 전국 분석대상 저수지 13,118개 중 9,139개(69%)가 시설 유지 및 관리에 우선적인 유형으로 식별되었고, 6,044개(46%)가 하류지역 피해예방 지원사업에 우선적인 유형으로 확인되며, 3,495개(26%)가 비상대처계획(EAP)에 우선적으로 필요한 유형으로확인되었다. 본 연구방법론을 토대로 저수지의 잠재적 위험특성을 분석하고 우선적으로 관리가 필요하다고 판단되는 저수지를 도출하여, 저수지와 하류지역에 대한 관리방향을 수립할 수 있는 기초자료를구축할 필요성이 있다.

영문 초록

While the local reservoirs are aging severely, the resident's living space is increasing due to the expansion of amenity space downstream of the reservoir. Additionally, damage cases due to abnormal weather occur every year due to lack of practical disaster measures. This study categorized risk characteristics based on the elapsed years and the scale of human and facility damage downstream for 13,118 reservoirs under the jurisdiction of local governments, which can provide location and attribute information. It proposed priority management strategies for each category. 9,139(69%) of the analyzed subjects were identified as priority types for facility maintenance and management, 6,044(46%) were identified as priority types for downstream damage prevention support projects, and 3,495(26%) were identified as priority types for an EAP(Emergency Action Plan). Based on this research methodology, it is necessary to analyze the potential risk characteristics of reservoirs and derive reservoirs that are deemed to need management first, and establish basic data to establish management directions for reservoirs and downstream areas.
