수도권 신도시의 자족용지 계획요소 중요도 분석 연구

국문 초록

본 연구의 목적은 수도권 신도시에서 자족용지를 계획할 경우에 필요한 계획요소의 도출과 계획요소별 중요도를 분석하여 자족용지의 조성 및 공급 활성화 방안을 제시하는 것이다. 선행연구 및 이론고찰을 통해 자족용지 계획 시 고려될 수 있는 계획요소를 대ㆍ중ㆍ소 계층별로 나누어 표적집단면접조사(FGI)를 실시 후 총 24개의 자족용지 계획요소를 도출하였으며, 부동산 관련 분야에 종사하는 전문가를 대상으로 설문조사 후 계층화분석(AHP)을 실시하여 계획요소의 상대적 중요도와 우선순위를 분석하였다. 대분류 계층에서는 ‘경제적 요인’이 가장 중요한 계획요소로 분석되었으며, ‘문화·환경적 요인’이 가장 중요하지 않은 것으로 나타났고, 중분류 계층에서는 ‘기업과 상생전략’이 가장 중요한 계획요소로 분석되었으며, ‘공급방법 유연성’이 가장 중요하지 않은 것으로 나타났다. 소분류 계층에서는 ‘도보권 내 공원녹지 접근성’이 가장 중요한 계획요소로 분석되었으며, ‘문화자원 보전 및 문화경관 보존’이 가장 중요하지 않은 것으로 나타났다. 종합중요도를 살펴보면 ‘기업체수ㆍ일자리수 변화’가 가장 중요한 계획요소로 분석되었으며, ‘공원시설물 계획의 다양성’이 가장 중요하지 않은 것으로 나타났다. 본 연구는 자족용지의 계획요소별 중요도 분석을 공공기관 근무자를 대상으로 분석을 하였으나, 연구범위를 확장하여 민간기업 근무자를 대상으로 추가 연구 및 3기 신도시를 대상으로 적용성을 평가하게 된다면 통계적으로 의미가 있는 연구결과가 도출될 것으로 예상되므로 이에 대한 후속연구가 이어지기를 기대해 본다.

영문 초록

The purpose of this study is to derive planning factors necessary for planning self-sufficient land in the new town of the seoul metropolitan area and analyze the importance of each planning factor to suggest ways to revitalize the creation and supply of self-sufficient land. Through prior research and theoretical consideration, a total of 24 self-sufficient land planning factors were derived after conducting a Focus Group Interview(FGI) by dividing planning factors that can be considered in self-sufficient land planning by large, middle, and small classes. After that, a survey was conducted on experts working in real estate-related fields and a Analytic Hierarchy Process(AHP) was conducted to analyze the relative importance and priority of planning factors. In the large class, 'economic factor' was analyzed as the most important planning factor, and 'cultural and environmental factor' was found to be the least important. In the middle class, ‘company and win-win strategy’ was analyzed as the most important planning factor, and ‘supply method flexibility’ was found to be the least important. In the small class, ‘accessibility to park green areas within the walking area’ was analyzed as the most important planning factor, and ‘preservation of cultural resources and cultural landscape’ was found to be the least important. Looking at the overall importance, ‘change in the number of companies and jobs’ was analyzed as the most important planning factor, and ‘diversity of park facility planning’ was found to be the least important. This study analyzed the importance of self-sufficient land by planning factor for public institution workers, but if the scope of the study is expanded to evaluate the applicability of private company workers and the third new town, statistically meaningful research results are expected to continue.
