국문 초록

본 연구는 국내외 지역균형발전 정책 실태 및 지역전문가 여론을 분석하여 수도권과 비수도권에서의 지역균형발전방안에 대한 인식 차이를 규명하고 비수도권에 적합한 지역균형발전방안을 제시하는데 목적이 있다. 지역균형발전 방안은 국내외 지역균형발전 정책 실태와 전문가 설문을 시행하여 교차분석을 통해 정책, 계획, 사업, 제도 부문으로 구분하고 방안을 도출하였다. 정책부문에서 산업·인구·자본·문화 및 교육 시설은 지방 대도시 지역전문가들이 매우 중요하게 인식하였으며, 지역 정책추진시스템의 분권화 및 지방화는 지방 중소도시 지역전문가들이 타 지역 전문가들과 비교하여 매우 중요하게 인식하였다. 계획 부문에서 지역 경제권 활성화 계획은 지방 중소도시 지역전문가들이 매우 중요하게 인식하였다. 사업 부문에서 지역균형발전사업 성과에 대한 평가 및 모니터링은 지방 대도시 지역전문가들이 매우 중요하게 인식하였다. 제도 부문에서 양극화 완화와 지자체 정책수용 능력 강화는 지방 중소도시 지역전문가들이 매우 중요하게 인식하였다. 따라서 정부에서는 수도권과 차별화된 지역발전체계 구축을 통해 기업 및 주민의 유입을 유도하여야 하며, 획일화된 정책보다 지역 특성을 반영한 정책을 추진을 위한 지자체의 역량 강화 제도 구축 뿐만 아니라 인력 및 제정 지원이 필요하다.

영문 초록

The purpose of this study is to analyze the status of balanced regional development policies at home and abroad, and to examine the public opinion of local experts in order to identify differences in perception of balanced regional development plans in metropolitan and non-metropolitan areas, and to present suitable balanced regional development plans. The balanced regional development plan was divided into policies, plans, projects, and systems through cross-analysis by conducting surveys of balanced regional development policies and experts at home and abroad. In the policy sector, local experts in large cities recognized industrial, population, capital, culture, and educational facilities as very important. On the other hand, local experts in small and medium-sized cities recognized the decentralization and localization of the regional policy promotion system as very important compared to other local experts. In the planning sector, local experts in small and medium-sized cities recognized the plan to revitalize the local economic zone as very important. In the project sector, local experts in large cities recognized the evaluation and monitoring of the performance of balanced regional development projects as very important. In the system sector, local experts in small and medium-sized cities recognized the easing of polarization and strengthening local government policy acceptance capacity as very important. Therefore, the government should establish a regional development system that is differentiated from the metropolitan area, in order to induce the influx of companies and residents. It is also necessary to establish a capacity building system for local governments to promote policies that reflect regional characteristics rather than uniform policies.
