드론테러에 대비한 국가중요시설 유형분류 및 효과적인 안티드론시스템 구축방안

국문 초록

최근 국가테러대책위원회에서 향후 국가중요시설에서 구축해야 할 안티드론시스템 보완대책을 의결하였고 후속 조치로서 방위사업청은 대드론통합체계 구축을 구체화 하고 있다. 이에, 국가중요시설 시설장과 방호정책 책임자들은 비용과 효과성을 모두 확보해야 하는 전략적 판단의 기로에 있고 기존 분류체계에 의해 ‘가’,‘나’,‘다’급으로 구축시 일부 부합하지 않음을 인식하고 있는 상황이다. 따라서, 본 연구는 중요도에 따라 시스템을 구축할 경우 놓칠 수 있는 환경적인 조건을 고려하여 각각의 시설에 어떤 장비를 사용하는 것이 바람직한지 기초자료를 제공하는데 있으며 민간시설에도 적용이 가능한 포괄적 지표로 사용될 수 있는 효과적인 안티드론시스템 구축 방안 제시에 목적이 있다. 연구방법은 문헌고찰을 통해 기존에 제시된 안티드론시스템 양상을 확인한 뒤 최신 기술이 접목된 장비를 추가 하였고, 국가중요시설의 환경적인 요소인 주변시설의 존재와 인구밀집도 그리고 노출성을 고려하여 ‘도시-노출형’, ‘도시-비노출형’, ‘비도시-노출형’, ‘비도시-비노출형’의 총 4가지 유형으로 제시하였다. 연구결과 시설의 환경에 따라 제시된 필수장비와 선택장비로 나누어 선택시 효과적인 안티드론시스템 구축이 가능하다는 시사점을 도출하였고 이는 현장에 부합하는 드론테러 대응책이 될 것으로 기대한다.

영문 초록

Recently, the National Terrorism Countermeasures Committee decided on supplementary measures for the anti-drone system to be built in important national facilities in the future. Accordingly, the head of national important facilities and those in charge of protection policy are at a crossroads of strategic judgment to secure both cost and effectiveness, and recognize that some do not match when building 'A/B/C' according to the existing classification system situation. Therefore, this study provides basic data on which equipment is desirable to use for each facility in consideration of environmental conditions that may be missed when the system is built according to the importance, and can be used as a comprehensive index applicable to private facilities. The purpose of this study is to suggest an effective anti-drone system construction plan. For the research method, after confirming the aspects of the previously presented anti-drone system through literature review, equipment incorporating the latest technology was added, and considering the existence of surroundings facilities, population density, and exposure of facilities, which are environmental factors of national important facilities, total of four types were presented: city-exposed type, city-non-exposed type, non-city-exposed type, and non-city-non-exposed type. As a result of the study, it was suggested that it is possible to build an effective anti-drone system when selected by dividing it into essential equipment and optional equipment presented according to the environment of the facility, and this is expected to be a countermeasure against drone terrorism suitable for the field.
