해양경찰관 직무 교육훈련의 효과성 분석 및 개선방안에 관한 연구

국문 초록

이 연구의 목적은 Kirkpatrick의 교육훈련 효과성 평가모델에 기초하여 해양경찰관 직무 교육훈련의 효과성을 분석하고, 그 분석 결과를 토대로 정책적 제언을 함으로써 해양경찰관 교육훈련을 발전시키는 데 기여하는 것이다. 이 연구 목적을 달성하기 위하여 Kirkpatrick의 교육훈련 효과성 평가모델의 네 가지 수준을 살펴보고, Kirkpatrick 평가모델을 토대로 한 선행연구를 분석하고, 해양경찰관 856명의 설문조사 자료를 활용하여 해양경찰관 직무 교육훈련의 효과성에 영향을 미치는 요인을 실증적으로 검증하였다. 다중회귀분석은 교육과정 및 교육방법, 학습효과 및 전이효과가 해양경찰관 직무 교육훈련 효과성에 통계적으로 유의한 영향을 미친다는 점을 보여 주었다. 따라서, 해양경찰 교육훈련 담당부서는 직무 교육훈련의 효과성을 향상시키기 위해서는 해양경찰의 대내ㆍ외 니즈에 부합하는 교육과정을 개발하고, 교과목의 특성에 맞는 교육방법을 실시하고, 학습효과를 향상시켜서 전이효과를 촉진할 필요가 있다.

영문 초록

The purpose of this study is to analyze the effectiveness of marine police officers’ job training based on Kirkpatrick's evaluation model of training effectiveness and to contribute to the development of marine police officer training by making policy suggestions based on the analysis results. In order to achieve this research purpose, the four levels of Kirkpatrick's evaluation model of training effectiveness were examined, prior studies were analyzed based on Kirkpatrick's evaluation model, and the effectiveness of job training was empirically tested using the data from 856 police officers. Multiple regression analyses showed that the factors affecting the effectiveness of job training for marine police officers were the training curriculum, training method, learning effect, and learning transfer. Therefore, in order to improve the effectiveness of job training, the department in charge of marine police training needs to develop the training curriculum that meets the internal and external needs of coast guard, implement the training methods suitable for the characteristics of the training subject, and as a result, facilitate learning effect and learning transfer more.
