충남 반출문화유산 제자리 찾기방안 연구

국문 초록

본 연구는 충남의 문화유산 중 국외 또는 국내의 다른 지역으로 반출된 문화유산의 실태를 파악하고, 반출된 충남의 문화유산 환수 방안을제안하는 데 목적이 있다. 2023년 1월까지 밝혀진 국외로 반출된 한국문화유산은 27개국에 약 22만 9천 6백 점에 이른다. 국외로 반출된 충남의 문화유산은 2019년 6월 기준으로 449점이다. 문화유산의 국외유출 경로는 대부분 국난 시기에 밀반출되거나 약탈에 의한 것으로 추정되고 있다. 서산시 부석사 금동관음보살좌상에 대한 항소심 판결과 같이 문화유산의 환수는 국내 정책은 물론 국제 정세와 정치외교 환경의영향을 받기 때문에 시간도 오래 걸리고 쉬운 일이 아니다. 반출된 문화유산을 되찾기 위해 다음과 같이 제안한다. 첫째, 국외반출 문화유산의 보호와 관리 방법으로 국외반출 문화유산의 대여 전시를활성화한다. 둘째, 디지털 트윈테크놀로지를 활용한 디지털 아카이브를구축한다. 셋째, 불법으로 문화유산을 소유한 사람과 유통업자에 대한규제 강화로 문화유산의 불법 유출을 막는다. 넷째, 국제적 협력과 협상을 통해 약탈된 문화유산 환수에 적극적으로 나선다. 마지막으로 반출문화유산에 대한 현황조사, 반출 경위와 불법성 등을 연구하는 연구단체와 반환을 위한 실질적 활동을 수행하는 민간단체에 대한 지원을 확대해야 한다.

영문 초록

The purpose of this study is to identify the actual condition of culturalheritage leaked abroad or to other regions in Korea among the culturalheritage of Chungcheongnam-do, and to propose a plan for returning theleaked cultural heritage of Chungcheongnam-do. As of January 2023, the number of Korean cultural heritages exportedout of the country reached about 229,600 pieces in 27 countries. As of June2019, 449 pieces of cultural heritage of Chungcheongnam-do were takenout of the country. It is presumed that the cultural heritage taken out was smuggled out orlooted during the national crisis. As with the decision of the appeals courtagainst the seated gilt-bronze Avalokitesvara Bodhisattva statue in Buseok-sa Temple, Seosan-si, the return of cultural heritage is not easy and takesa long time because it is affected not only by domestic policies but also bythe international situation and the political and diplomatic environment. In order to recover the taked out cultural heritage, the following is pro-posed. First, as a way to protect and manage cultural heritage taken out of thecountry, the lending and exhibition of cultural heritage taken out of thecountry should be activated. Second, build a digital archive using digitaltwin technology. Third, prevent illegal leakage of cultural heritage bystrengthening regulations on people who illegally own cultural heritage anddistributors. Fourth, through international cooperation and negotiations,actively seek the return of plundered cultural heritage. Lastly, support shouldbe expanded for research groups that conduct research on the currentstatus of the taked out cultural heritage, the circumstances and illegality ofthe taked out cultural heritage, and private organizations that carry outpractical activities for return.
