국문 초록

본 연구는 2023년 10월부터 2년의 전환 기간을 거쳐 2026년 1월부터 시행되는 EU 탄소국경제도로인한 수출경쟁력을 EU 탄소거래권 가격의 변동을 통해 패널분석 하였다. 분석 결과 EU 탄소거래권가격은 EU 상품의 수출과 내수에 음의 영향을 미치는 것으로 나타났다. 수출은 CBAM 대상품목의HS코드를 중심으로 하고 내수는 공급자 물가지수(PPI)와 소비자물가지수(CPI)를 대리변수로 이용하였다. EU 탄소국경제도(CBAM)가 실시되어 대EU 수출상품에 탄소국경세가 부과되면 지금까지 탄소세를 지불하던 EU제품의 경쟁력은 증가하고 상대적으로 수입품의 경쟁력은 감소할 것으로 예상된다. 따라서 본 연구는 수출의존도가 높은 한국은 향후 글로벌 표준으로 정착될 탄소배출 제제에 대한긴박한 준비가 필요함을 일깨운다.

영문 초록

This study conducted a panel analysis of the export competitiveness due to the EU Carbon Border Adjustment Mechanism which will be implemented from January 2026 after a two-year transition period from October 2023, through changes in the price of EU Emission Trading System. As a result of the analysis, the price of EU Emission Trading System has a negative effect on exports and domestic demand of EU products. Exports are centered on the HS codes of CBAM target items, and domestic demand uses the supplier price index (PPI) and consumer price index (CPI) as proxy variables. When the EU CBAM is implemented and carbon tax is imposed on imported products to the EU, the competitiveness of EU products that have paid the carbon tax so far is expected to increase, while the competitiveness of imported products is expected to decrease. Therefore, this study reminds us that Korea, which is highly dependent on exports, needs to urgently prepare for the CBAM that will be settled as a global standard in the future.
