지방소멸이 지역대학에 미치는 영향에 관한 연구

국문 초록

통계청에 따르면 우리나라 인구는 2030년 이후 급격하게 감소할 것으로 전망하고 있으며, 현재에도 지방 중소도시를 중심으로 심각한 저출산·고령화에 의한 인구감소 현상이 가속화되고 있다. 우리나라는 20년째 초저출산에서 헤어나지 못하고 있고, 사망자수는 출생아수를 넘어서서 실질적인 인구감소시대에 접어들었다. 따라서 인구감소로 인해 언론보도에서 흔히 접하는 단어가 ‘지방소멸’, ‘인구절벽’, ‘소멸위험지역’, ‘소멸위험지수’ 등이다. 또한 인구감소로 학령인구도 따라서 감소해 대학마다 신입생 충원율 미달 사태가 발생한다. 특히 지방의 사립대는 그 여파가 상당하다. 이상호(2015)가 개발한 소멸위험지수와 허문구 외(2022)가 한국 실정에 맞게 새로 개발한 한국형 지방소멸지수(k-지방소멸지수)로 경남의 지역소멸위험도를 알아보고, 출생아수 , 인구이동 등 지표로 경남지역의 학령인구를 살펴보았다, 또한, 지역대학 현황을 알아보고 그에 따른 대안으로 성인학습자 확대 및 그에 따른 대학의 역할 및 지자체의 역할을 살펴보았다. 지방대학은 지역의 내생적 발전을 유도하기 위한 핵심주체로서 인재육성, 지역혁신, 지역산업 발전 등을 주도할 것을 요청받고 있고, 지역의 인재들이 수도권 대학으로 유출되는 것을 방지할 수 있는 자구노력이 필요하다. 지역 대학이 사라지면, 지역경제와 일자리, 주민복지 등 모든 것이 황폐해진다. 정부와 지자체, 대학과 기업의 절대적인 협력이 필요하다. 청년들의 취업이 지속될 수 있는 여건들이 마련이 되어 경남으로 다시 돌아와서 생활터전을 잡고 결혼하고 출산을 하게 된다면 인구감소도 줄일 수 있을뿐더러 수도권으로 인구이동도 자연스럽게 줄어들어 지역은 물론 지역대학도 살아남을 수 있게 될 것이다.

영문 초록

According to the National Statistical Office, the population of Korea is expected to decrease rapidly after 2030, and even now, the phenomenon of population decline due to severe low birth rate and aging is accelerating, centering on small and medium-sized local cities. Korea has been struggling with ultra-low birth rates for 20 years, and the number of deaths has exceeded the number of births, entering an era of substantial population decline. Therefore, words commonly encountered in media reports due to population decline are ‘local extinction’, ‘population cliff’, ‘area at risk of extinction’, and ‘extinction risk index’. In addition, as the population declines, the school age population also decreases, resulting in a shortage of new students at each university. In particular, private universities in the provinces have a considerable impact. With the extinction risk index developed by Lee Sang-ho (2015) and the Korean-style local extinction index (k-local extinction index) newly developed by Ha Mun-gu et al. The current status of local universities was investigated from the population, and as an alternative, plans to expand adult learners and utilize multicultural families were presented. Universities are the main agents that lead the development of regional talent, regional innovation, and regional industries. From the local point of view, universities cannot simply be regarded as institutions that can be eliminated. This is because if universities disappear, the local economy, jobs, residents' welfare, and even the quality of life can be devastated.If the conditions for young people to continue their employment are prepared and they return to Gyeongnam, find a place to live, get married, and give birth, not only can the population decline be reduced, but also the population movement to the metropolitan area will naturally decrease, so that the region as well as local universities can survive. It will be.
