중국 원양어업의 성립과 발전 양상에 관한 고찰

국문 초록

중국은 원양어업 대국으로 원양어업 생산량과 소비량에 있어 세계 1위를 점한다. 뿐만 아니라, 어선 전체 규모도 전 세계 1위이며, 작업 해역 또한 광범위하다. 그러나 중국의 원양어업 발전사는 다른 국가에 비해 다소 늦은 1985년에 시작하고 있다. 이 시기는 전 세계적으로 원양어업 환경이 위축된 상황을 맞은 때이다. 그럼에도 불구하고 중국은 원양어업 성립을 위해 전 방위적 노력을 기울였고, 마침내 서아프리카로의 첫 출항의 깃을 올렸다. 중국의 원양어업 진출에 대한 적극적인 탐구와 추진 배경에는 국내의 필연적 환경과 대내외적 환경 변화의 요인이 강하게 작용했다. 1980년대의 급격한 산업발전에 따른 해양환경 오염과 남획으로 인해 황폐화된 수산자원, 국민의 수산물 먹거리 수급 문제 등 현실의 난제를 타개해야 하는 절박함은 중국이 원양어업에 적극적으로 뛰어 들 수 밖에 없었던 요인이다. 이와 함께 1970년대 말, 국가의 개혁개방 정책과 전 세계적인 원양어업의 붐은 중국이 점진적으로 원양어업을 고려하게 만든 외부적 요인이 되었다. 또한 기술과 자본이 부족한 제3세계 국가와의 어업협력을 통한 해양외교와 자국의 세력 확장에 대한 의지는 중국을 늦은 시기에도 불구하고 적극적으로 원양어업에 뛰어들게 한 요인이다. 한편, 중앙정부의 노력과 적절한 조치, 관련 부처와 기업 등의 일사불란한 협조체계는 중국 원양어업 성립의 성공 요인이다. 이러한 성공적인 원양어업 성립은 중국 원양어업사적 관점에서나 기타 국가 현안 해결의 측면에서 큰 의미를 지닌다. 즉, 원양어업의 성립을 통해 중국 내에서 심각하게 제기되었던 ‘생선 먹는 문제’를 해결했고, 현재 중국인의 수산물 소비 습관으로 이어졌다는데 의미가 있다. 또한 원양어업 발전과정에서 이루어진 어업장비와 기술개발은 어업기술 수준을 크게 끌어 올리는 역할을 했다. 오늘날 중국에 있어 원양어업은 어업의 대외개방, 국가 해양권익 수호, 국내 수산물 수요 충족, 외교의 창구, 어업구조의 합리화를 이끄는 핵심 전략산업이다. 원양어업 성립을 위한 적극적인 준비와 초창기의 노력은 오늘날 원양산업을 국가의 핵심전략 산업으로 자리매김하게 해 주었다.

영문 초록

As a major country in the pelagic fishery, China ranks first in the world in terms of production and consumption of the pelagic fisheries. In addition, it ranks first in the world in terms of the total size of fishing boats and also ranks first in the world in terms of the total size of fishing boats, and the working area is also extensive. The history of China's pelagic fisheries began relatively late in 1985. However, at that time, the environment of pelagic fisheries was shrinking worldwide. Nevertheless, China made all-out efforts to establish the pelagic fishery, and finally raised its flag for the first departure to West Africa. China's active exploration and promotion of pelagic fishing has been strongly influenced by the inevitable domestic environment and internal and external environmental changes. In the 1980s, the urgency to overcome difficulties such as marine environmental pollution and devastation of fishery resources caused by rapid industrial development and over-fishing. These aspects eventually led to the problem of insufficient supply of marine products to the people. These domestic circumstances were the inevitable background for China to start pelagic fishery. At the same time, in the late 1970s, the reform and opening-up policy of China and the boom in pelagic fisheries around the world became external factors that gradually made China consider starting pelagic fisheries. In addition, China's strategy to expand its maritime diplomacy and its own power through fisheries cooperation is a factor that made China actively start pelagic fisheries. On the other hand, the central government's efforts and appropriate measures, as well as the coordinated cooperative system of related ministries and companies, have successfully established China's pelagic fisheries. The establishment of China's pelagic fishery has great significance from the perspective of the history of pelagic fishery and the perspective of resolving other national issues. It is meaningful that China has solved the ‘fish eating problem’ that has been seriously raised in China through the establishment of pelagic fisheries, and has led to the current consumption habits of China. In addition, the development of equipment and technology during the development of pelagic fisheries played a role in greatly raising the level of fishing technology. In current China, the pelagic fishery is a key strategic industry leading to the opening of the fishery to the outside world, the protection of national rights and interests, the satisfaction of domestic demand for aquatic products, the bridge of diplomacy, and the rationalization of the fishery structure. The preparation period before and after 1985 and the early aspects of China's pelagic fishery have important meaning in pelagic fishery history in China.
