핀란드의 포용적 사회통합

국문 초록

사회통합은 공동체 내에서 이질적 집단이 분열과 대립에서 탈피하여 사회연대적인 협력을 통해 사회를 발전적으로 변화시키는 창조적 역할을 의미한다. 그러나 우리 사회에는 통합을 저해하는 수많은 요소가 존재하고 있다. 특히다름을 인정하지 못하는 이기심은 또 다른 차별과 갈등의 사회를 만들고있다. 본 연구는 사회통합적 이주의 중요성과 통합 이론을 바탕으로 핀란드가 어떻게 민족 · 언어분리와 계급분리를 극복하고 통합을 이룰 수 있었는지를 분석하고 검토하는데 있다. 핀란드는 사회개혁과 보편적 복지국가로 이념의 갈등과 계급 분리를 넘어서계급의 통합을 이루었다. 또한, 서구 자본주의 체제와 함께 민주주의와 중립주의로 대내외적 규범과 안정을 이루고, 민족 · 언어 분리 및 갈등을 극복하여 ‘민족’통합을 이루었다. 전 세계적 문제이기도 한 난민정책에 있어 핀란드는 난민이 한 국가의 거주인으로서 잘 적응하고 일을 할 수 있도록 다양한사회통합 정책이 진행되고 있다. 특히 세계 최초로 난민들에게 신원을 증명할 수 있는 카드를 발급하여 난민들이 보다 편리하고, 효율적으로 핀란드에서 정착할 수 있게 하였다. 이는 일상생활을 영위하는데 거주 장소와 주거조건의 불평등은 사회적 갈등과 통합을 방해하는 원인이 될 수 있고, 사회적소외와 가난의 대물림을 야기할 수 있다는 핀란드 국민들의 생각, 즉, 만민의권리가 바탕이 되었기 때문이다. 핀란드의 사례를 통해 한국 사회가 처한 사회통합 문제를 해결하는데 하나의긍정적인 모델이 될 것이다.

영문 초록

Social integration means a creative role in which disparate groups within the community break away from division and confrontation and transform society progressively through social solidarity cooperation. But, there are numerous factors in our society that hinder integration. In particular, selfishness, which does not recognize differences, is creating another society of discrimination and conflict. This study shows how Finland is divided into ethnic and linguistic divisions and classes, based on the importance of social integration migration and the theory of integration. Finland is a social reform and universal welfare state that has achieved class unity beyond ideological conflict and class separation. Also along with the Western capitalist system, finland internal and external norms and stability have been achieved by democracy and neutrality and overcoming ethnic and linguistic segregation and conflict, 'ethnic' unity was achieved. Various social integration policies are under way to help refugees adapt and work as residents of a country in finland. For the first time in the world, we have issued cards to prove our identity to refugees. It allowed refugees to settle down in Finland more conveniently and efficiently. It is because the rights of the people are based on them. Finnish case will be a positive model for solving the social integration problems facing Korean society.
