국문 초록

냉전 시기 미국은 왜 대만을 대상으로 교육 원조를 실시하였으며, 어떠한 방식으로 원조를 진행했을까. 그리고 대만은 미국의 교육 원조를 통해 어떠한 목표를 이루고자 하였을까. 본 연구는 이 같은 질문의 답을 찾기 위해 교육 원조와 관련된 주요 법안인 ｢스미스문트법｣과 ｢풀브라이트 법｣의 제정 목적과 제정 과정에 대해 살펴본다. 그리고 두 법안에 기초하여 실시된 스미스-문트 프로그램과 풀브라이트 프로그램을 중심으로, 교육 원조 프로그램의 목표와 운영방침, 그리고 지원 규모와 참여 인원의 특징 및 시행 과정 등을 살펴봄으로써, 양측이 두 프로그램을 통해 궁극적으로 달성하고자 한 목표가 무엇인지를 도출해내고자 한다. ｢스미스-문트법｣은 기본적으로 ‘심리전’을 전개할 수 있는 법적 근거로서, 이 법안을 근거로 하여 진행된 스미스-문트 프로그램은 교육, 강연, 교사 파견, 유학생 양성, 영어교사 미국 연수 프로그램 운영 등 다양한 방식을 통해 자유진영을 대표하는 미국의 사상과 문화를 전파할 수 있는 계기를 마련하였다. 그리고 ｢풀브라이트법｣은 기초과학분야의 학술·교육계 인재 양성에 중점을 둔 법안으로, 이를 근거로 한 풀브라이트 프로그램은 미국과 대만의 연구자 간 상호 교류와 이해 증진의 기회를 제공하였다. 기실, 이 두 교육 원조 프로그램을 통해, 대만은 경제 발전과 산업화를 실현하기 위해 필요한 인재를 양성해야 한다는 미래의 문제와 한정된 예산을 교육 외에도 식량보급, 인프라 건설, 국방 등의 분야에도 분배해야 한다는 현재의 문제를 동시에 해결할 수 있게 되었다. 그리고 미국은 대만의 친미 지식인을 양성함으로써 미국이 지향하는 가치와 이념을 대만 사회 전반에 전파시키고 이상적인 미국 이미지를 형성한다는 미시적 목표와 함께 대만의 지속적 발전을 도모함으로써 아시아지역에서 자유진영을 공고히 한다는 거시적 목표를 함께 달성할 수 있게 되었다.

영문 초록

This study examines the process and contents of legislation related to US education aid to Taiwan, and examines the purpose and background of US education aid to Taiwan during the Cold War. Based on this, we will reveal the goals and operating policies of the Smith-Mund program and Fulbright program, which are representative educational aid programs, as well as the size and method of support. The Smith-Munt Act is basically a legal basis for “psychological warfare,” providing an opportunity to spread American ideas and culture representing the free camp through various methods such as education, lectures, teacher dispatch, international student training, and English teacher training programs. In addition, the Fulbright Act focused on fostering academic and educational talents in the basic science field, and in particular, it puts priority on providing opportunities for researchers in the U.S. and Taiwan to interact and promote understanding. The Smith-Munt and Fulbright programs, based on the two bills, can simultaneously address the future of training the human resources needed to realize economic development and industrialization, and the current problem of distributing limited budgets to areas such as food supply, infrastructure construction, and national defense. By training Taiwan's pro-American intellectuals, the U.S. can achieve the macro goal of strengthening the free movement in Asia by promoting Taiwan's continuous development along with the micro goal of spreading the values and ideology of the U.S. throughout Taiwanese society and forming an ideal American image.
