CPTPP 누적규정 활용 가능성

국문 초록

RCEP에 이어 세계 두 번째 규모의 Mega FTA인 CPTPP 가입에 대한 논의가 2022년 3월 공청회를 시작으로 본격적으로 이루어지고 있다. CPTPP는 다수의 국가에 대해 하나의 원산지규정이 적용되어 스파게티 볼 효과가 완화될 수 있다는 특징 외에도 Mega FTA 최초로 체약국 전체를 대상으로 재료와 생산에 대한 누적이 동시에 허용되는 완전누적이 적용되는 특징이 있다. 완전누적은 원산지재료 뿐만 아니라 체약국 내에서의 생산과정 중 발생한 부가가치까지 누적이 허용되어 원산지판정의 가능성을 제고시키는데, 이로 인해 체약국 내에 글로벌 밸류 체인을 확보하고 있을 경우 더욱 높은 활용도를 가질 수 있다. 또한 시간의 흐름에 따라 체약국으로 생산과 원부자재 수급 방향의 변화가 유도되게 되어 체약국간 경제적 긴밀도를 높이는 계기로도 작용할 수 있다. 이에 본 연구에서는 CPTPP의 중요한 특징 중 하나인 완전누적에 주목하여 한국이 CPTPP에 가입할 경우 완전누적을 활용할 수 있는 가능성을 체약국 및 가입희망국과의 원부자재 교역동향과 이들에 대한 제조업 투자 현황을 중심으로 살펴보았다. 그 결과 CPTPP는 11개국이 참여하고 있는 현재도 체약국들과 교역 중 70% 이상이 중간재 교역으로 이루어져 있고, 제조업에 대한 투자 또한 25% 이상에 달해 활용 가치가 높은 협정이지만 영국, 중국, 대만 등이 이미 참여의사를 밝히고 있는 것과 같이 지속적으로 신규 가입국이 확대될 가능성이 있어 활용 가능성에 대한 기대효과가 더욱 높은 것으로 판단된다.

영문 초록

In addition to RCEP, discussions on joining the CPTPP, the world's second-largest Mega FTA, are underway in earnest, starting with a public hearing in March 2022. In addition to the feature that the spaghetti ball effect can be mitigated by applying one rule of origin to multiple countries, CPTPP has the feature of applying full accumulation, allowing the accumulation of materials and production simultaneously for all contracting countries for the first time out of Mega FTAs. Full accumulation enhances the possibility of determining origin by allowing the accumulation of not only origin materials but also the added value generated during the production process in a contracting country, which gives higher utilization if they have a global value chain in the contracting country. Further, over time, the direction of production, supply and demand of raw and subsidiary materials will be induced to the contracting countries, which can serve as an opportunity to strengthen economic relation between the contracting countries. Therefore, in this study, focusing on the full accumulation, one of the important features of CPTPP, the possibility of utilizing full accumulation when Korea joins CPTPP has been analyzed by examining the trends in raw and subsidiary material trade and investment status in manufacturing business between contracting countries and candidate countries. As a result, while CPTPP is an agreement with high utilization value as 11 countries are participating, and more than 70% of trade between contracting countries consists of intermediate goods trade, and investment in manufacturing also reaches more than 25%, there is a possibility that the number of new contracting countries will continue to increase as the countries such as UK, China and Taiwan have already showed their intention to participate, such that it is considered to have higher expected effects.
