농공단지 활성화를 위한 사업 추진유형에 관한 연구

국문 초록

정부는 급속히 노후화되고, 산업경쟁력을 상실해가는 국가 및 일반산단을 대상으로 노후 산업단지 재생 및 구조고도화사업을 추진하고 있다. 국토교통부는 기반시설(도로, 주차장, 공원 등) 설치에 대한 재정(국비 50 : 지방비 50)을 지원하고 있으며, 산업통상자원부는 기업지원서비스 강화, 기업지원 및 편의시설의 유지·보수·개량·확충 등에 대한 국비 지원 및 펀드투자(산단환경개선펀드) 등을 통해 노후산단의 산업재편을 촉진하고 있다. 그러나, 국가 및 일반산단에 비해 기반시설 및 산업지원 서비스 등이 더 열악한 농공단지는 지원 대상 범위에서 제외되어 있다. 이에 본 연구는 농공단지도 지역균형발전 관점에서 국가 및 일반산단와 마찬가지로 노후산단 재생 및 구조고도화 사업의 지원 대상이 될 수 있다는 점에서 산업입지 DB를 활용한 농공단지 사업유형을 도출하였다. 구체적으로 현재까지 준공완료된 223개 농공단지를 대상으로 자료포락분석(DEA : Data Envelopment Analysis)과 농공단지 DB를 구축하고, 농공단지 활성화를 위한 사업추진 유형을 제시하였다. 특히, 본 연구에서 제시한 223개 농공단지의 효율성 분석과 개별 농공단지와 도심간 거리실태 분석 결과는 향후 정부가 농공단지에 대해 정책사업을 추진할 경우, 공모대상 및 선정기준 등에 활용할 수 있는 객관적 기준이 될 것으로 기대한다.

영문 초록

For the regeneration and structural advancement of aging industrial complexes, the Ministry of Land, Infrastructure and Transport is supporting the matching expenses (government fund 50 : local cost 50) in relation to infrastructure (roads, parking lots, parks, etc.) In order to strengthen corporate support services, and to maintain, repair, improve, and expand support facilities and convenience facilities, government subsidies and industrial complex environment improvement funds are being used to promote them.
