조선시대 각 도별 인구 및 전답과 조세부담액 분석

국문 초록

정도전이 쓴 ｢조선경국전｣ 부전(賦典) 총서(總序)조에는 ｢주군(州郡)․판적(版籍：호적(戶籍))이란 부의 소출이요, 경리(經理)란 부의 통제이며, 농상(農桑)이란 부의 근본이요｣란 규정이 있다. 여기서 부(賦)란 부세(賦稅)를 의미하며, 부세는 세금을 매겨서 부과하는 것이다. 그러면서 주군(州郡)조․판적(版籍)조 및 경리(經理)조와 농상(農桑)조에 각각 그 의미와 중요성을 규정하고 있다. 이 규정에 따른 조세제도는 조선시대 500년 동안 그 골격을 유지하였다. 본 논문은 조선시대의 500년 동안 국가재정과 조세제도에서 매우 중요한 요소인 인구와 전답을 도(道)별로 살펴보고, 도별 조세부담액 등을 살펴봄으로서 조세부담의 지역별 특징과 인구와의 관계성을 분석하고자 한다. 1769년 한해의 징수세액을 도(道)별로 쌀로 환산한 결과를 분석하면 총징수세액의 28%를 전라도로부터 징수하였으며, 경상도의 경우 25%를 징수하여 타 도보다 절대적으로 많은 조세를 징수하였다. 강원도에서는 단 1%, 함경도에서는 2%를 징수한 것으로 나타났다. 조정(朝廷)에 상납한 세액은 전라도가 무려 41%를 부담하여 거의 절반에 조금 못 미치는 조세를 상납한 것으로 나타났으며, 경상도는 오히려 충청도나 황해도보다 낮은 15%를 상납하였다. 상납하는 경우에는 징수세액에 따른 운송비와 하역비 및 창고비를 납세자인 백성이 부담하도록 하였기 때문에 전라도의 경우 실질적인 조세부담률은 더 높을 수 밖에 없었다. 호당인구와 1인당 조세부담액 분석한 결과에 의하면 산악지역으로 논밭이 적은 평안도 및 함경도와 강원도의 1인당 조세부담액은 낮고, 평야지대가 많은 전라도와 황해도의 경우에는 1인당 조세부담액이 높게 나타났다. 조세부담이 적은 함경도나 평안도 같은 산간지역의 호당인구가 많으며, 조세부담이 큰 전라도나 경상도는 호당인구가 적어지는 현상이 발생하였다. 호당인구와 호당조세부담액 분석한 결과 역시 호당 조세부담이 적은 함경도나 평안도 같은 산간지역은 호당인구가 많으며, 조세부담이 큰 전라도와 경상도는 호당인구가 타 도보다 줄어드는 현상이 발생하였다.

영문 초록

This paper looks into the provincial population and farmland that are important elements in the national finance and tax system for 600 years in the Joseon Dynasty and tries to analyze the regional weight of tax burden in relation to the population. This study has tried to verify the tax burden per capita and per household through the empirical analysis. Looking at the result that has converted the annual amount of tax burden in 1769 into the unit of rice, 28% of the total tax was collected in Jeollado and 25% in Gyeongsangdo, collecting much more taxes in these provinces than others. The data shows only 1% of the tax was collected in Gangwondo and 2% in the Hamgyeongdo. As for the tax amount paid to the government, Jeollado paid 41% of the tax that is a little less than half of the whole tax amount and Gyeongsangdo paid only 15% of the amount that is less than those of Chungcheongdo and Hwanghaedo. Since the transportation cost, loading cost and warehousing expenses for the tax amount had to be assumed by the taxpayers, the actual tax burden had to be higher. According to the result that has analyzed the population per household and tax burden per capital, the tax burden per capital was relatively low in Pyeongando, Hamgyeongdo and Gangwondo where the farmland is relatively less due to the mountainous area but was relatively higher in the provinces such as Jeollado and Hwanghaedo with wide plains. The population per household of the mountainous area like Hamgyeongdo and Pyeongando where the tax burden is less tends to have more population per household and Jeollado and Gyeongsangdo larger in the tax burden tend to have less population per household. From the result that has analyzed the population and tax burden per household, the population per household of the mountainous area like Hamgyeongdo and Pyeongando with less tax burden tends to have more population and Jeollado and Gyeongsangdo larger in the tax burden tend to have less population per household than other provinces. The number of people per household from the result of empirical analysis tends to have a negative correlation with the tax burden. The provinces larger in tax burden have shown less population per household than those with less tax burden.
