중소기업 CEO의 윤리경영의식이 세제인지도, 납세태도 및 조세회피성향에 미치는 영향

국문 초록

본 연구에서는 중소기업 CEO의 윤리경영의식이 납세에 대한 세제인지도, 납세태도 및 조세회피성향과 어떠한 관계에 있고, 또 어떻게 영향을 미치는지를 검증하였다. 이를 통해 중소기업들에서 일어나는 조세회피를 최소화하여 조세공평과 조세정의를 실현하고 나아가 소득과 자원의 재분배를 이루는 조세정책을 수립하는데 필요한 기초 토대를 마련하고자 하였다. 연구를 위해 수도권 지역의 중소기업 CEO 270명을 대상으로 설문조사를 하였고, 수집된 자료의 통계처리는 SPSS 12.0 for Windows 통계 패키지와 AMOS 7.0 프로그램을 활용하여 분석하였다. 분석결과는 다음과 같다. 첫째, 윤리경영의식이 납세인지도에 미치는 영향을 검증해 본 결과, 윤리경영의식은 세제의 공평성과 세무조사의 신뢰에 유의한 영향을 미치고 있었다. 또한, 표준화 경로계수의 값이 모두 정(＋)으로 나타나 윤리경영의식이 높을수록 세제의 공평성 인식과 세무조사의 신뢰 수준은 높은 것으로 나타났다. 둘째, 납세인지도가 납세태도에 미치는 영향에서는 세제의 공평성이 납세태도에 유의한 영향을 미치며, 세무조사의 신뢰가 납세태도에 유의한 영향을 미치는 것으로 나타났다. 또한, 표준화 경로계수의 값이 모두 정(＋)으로 나타나 세제의 공평성과 세무조사의 신뢰 수준이 높을수록 납세태도가 긍정적으로 나타났다. 셋째, 납세인지도가 조세회피성향에 미치는 영향을 고찰한 결과, 세제의 편의성은 조세회피성향에 유의한 영향을 미치며, 세제신뢰/적정성은 조세회피성향에 유의한 영향을 미치는 것으로 나타났다. 또한, 표준화 경로계수의 값이 모두 정(＋)으로 나타나 세제의 편의성과 세제신뢰/적정성에 대한 인식이 높을수록 오히려 조세회피성향은 높아지는 것으로 나타났다. 이를 통해 납세자들이 인식하는 세제에 대한 신뢰와 적정성 등은 납세에 대한 회피 성향을 줄일 뿐만 아니라 건전한 납세문화를 조성하는데 중요한 역할을 한다는 것을 알 수 있었다. 넷째, 납세 태도가 조세회피 성향에 미치는 영향에 대한 분석결과, 납세태도는 조세회피성향에 유의한 부(－)의 영향을 미치는 것으로 나타났다. 즉, 납세 태도가 긍정적일수록 조세회피성향은 낮아진다는 것을 알 수 있었다. 다섯째, 윤리경영의식이 조세회피성향에 미치는 영향을 분석한 결과는 기각되었다. 그러나 비록 본 연구에서는 윤리경영의식이 조세회피성향에 미치는 영향이 유의한 차이를 보이지 않았으나, 향후 연구에서는 이를 다각적인 방법을 통해 그 차이를 규명할 필요가 있다.

영문 초록

This research intended to verify the relation between sense of ethical management of CEO managing small and medium enterprise and tax system recognition of tax payment and tax evasion propensity as well as the influential variables. The result of analysis is as follows. First, verifying influence that ethical management norm and attitude have on the recognition of tax payment, ethical management norm and attitude significantly affect fairness of tax system and reliability of tax investigation. Further, all values of standardization route coefficient were positive(＋), suggesting that the higher ethical management norm and attitude are, the higher fairness recognition of tax system and tax reliability of investigation are. Second, checking the influence that recognition of tax payment has on tax payment attitude, it was found that fairness of tax system significantly affects attitude of tax payment and reliability of tax investigation affects attitude of tax payment significantly. Further, all values of standardization route coefficient are positive(＋), showing that the higher fairness of tax system and reliability of tax investigation are, the more positive the attitude of tax payment is. Third, investigating the influence that recognition of tax payment has on the propensity of tax evasion, convenience of tax system significantly affects propensity of tax evasion and reliability and propriety of tax system significantly affects tax evasion propensity. Further, all values of standardization route coefficient are positive(＋), showing that if convenience of tax system and reliability/propriety of tax system are further recognized, the propensity of tax evasion is higher. Fourth, analyzing influence that attitude of tax payment has on propensity of tax evasion, it was found that the attitude of tax payment negatively(－) affected propensity of tax evasion. Namely, it was found that the more positive tax payment attitude, the lower propensity of tax evasion.
