통일을 향한 DMZ의 협력적 이용 및 관리

국문 초록

DMZ의 협력적 이용과 관리는 냉전의 이데올로기를 극복하고 평화적 통일을 향한 교류활성화의 방안에 해당한다. 특히 DMZ는 남북 간의 공간적 접근성에 있어서도 인적, 물적 교류가 가장 손쉽게 이루어질수 있는 지역에 해당한다. 본고에서는 연구의 대상지로서 금강산댐에서평화의댐에 이르는 북한강 수계를 선정하였다. 그 이유는 과거 냉전적사고에 의하여 조성된 금강산댐에서 평화의댐으로 이어지는 북한강 수계에 대한 남북의 협력적 이용방안은 평화적 통일을 향한 상징성이 크다고 판단하였기 때문이다. 연구의 접근방법은 DMZ를 포함한 접경지역의 5단계 변화상을 이론적으로 고찰한 뒤, 최종단계인 평화적 교류의 정착을 위한 단계로 나아가기 위하여 사례지역인 북한강 수계의 활용방안을 모색한다. 북한강 수계의 활용방안은 남북 쌍방에게 효용이발생할 수 있도록 하는 것을 원칙으로 하는데, 첫 번째 제안으로는 수자원의 상시적 방류를 유도하여 낼 수 있도록 수계 내에서의 제한적 인적 및 물적 교류를 도모하며, 후속적 조치로서 수계의 인접지역까지 교류의 영역을 확대하는 방안을 제안하게 된다. 이러한 제안을 기반으로냉전적 사고의 전환을 통한 평화정착의 기틀을 모색하게 되는 것이다.

영문 초록

The joint use and management of DMZ is a plan for overcoming the ideology of the Cold War and activating the peaceful exchange toward Korean Unification. Especially, from the viewpoint of spatial accessability DMZ is to regard as one of the best area, where the personal and material exchange can be easily carried out. The research is focused on the hydrosphere of North Han River from Kumgangsan Dan to the Peace Dam, because its joint use and management between North and South Korea can represent a symbolic icon toward the peaceful Korean unification. The research content is summarized as follows: firstly the border region inclusive of DMZ is defined in the 5 phases of spatial transformation theoretically and secondly a peaceful use of the hydrosphere of North Han river is suggested in order to go forward the final phase, 'fixation of permanent peace'. The basic principle of its use is to create benefit to the both Koreas. The first approach is a personal and material exchange in a limited scale to in order to discharge the water permanently and the second one is to expand the areas of exchange to the surroundings gradually. Based on this kind of exchange and cooperation, the both Koreas can grope for the process of peaceful Korean unification closer.
