DMZ평화 : 의미, 구축 전략, 과제

국문 초록

지금까지 DMZ의 평화를 가져오고 남북한이 상생과 공영을 할 수있는 방안에 대해 많은 연구와 사업들이 시도되어 왔다. 그러나 DMZ 평화는 남북관계의 종속변수가 되어 제대로 정착되지 못했거나 금강산관광처럼 중간에 파기되어 왔다. 이는 DMZ평화에 대한 존재론적 접근을 통해 지속 가능한 평화의 구축 전략을 강구하지 못했기 때문이다. DMZ의 지속 가능한 평화와 한반도의 상생공영을 위해서는 ‘평화복합체론(Peace Complexes Theory)’에 의해 접근되어야 할 것이다. 이는 지속 가능한 평화의 존재론적 조건이 경제평화, 문화평화, 정군평화등 3가지로 이루어졌으며, 이들 3가지를 단계적, 복합체적으로 평화를구축해 나가야 함을 의미한다. 즉, DMZ에서 남과 북이 경제평화-문화평화-정군평화 사업을 단계적, 복합체적 건설을 통해 평화를 구축해야평화의 지속 가능성을 높여준다. 독일이 통일된 이후 20여년이 지났지만 아직도 그 후유증이 큰 것은 급격한 정치적, 제도적 통일보다는 단계적 국가통합이 중요함을 시사하고 있다. 특히 남한과 북한처럼 군사적 긴장이 높은 접경지역의 DMZ 평화지대 건설은 지속 가능한 평화구축에 크게 기여할 것이다. 왜냐하면 남한과 북한은 DMZ평화를 통해전쟁 또는 폭력의 원인을 제거하고 평화지대를 건설하여 평화의 조건들을 복합체적으로 이행하여 남북 간 ‘평화통합(peace integration)’을실현해 나가야 하기 때문이다. 나아가 남북관계와 무관하게 DMZ에서 지속 가능한 평화를 구축하고 이를 확대하여 한반도의 평화를 실현하기위해서는 다양한 평화 정착 방안을 모색할 필요가 있다. 남과 북은 향후에도 우여곡절이 있겠지만 기존에 합의한 서해평화특별협력지대의 조성이 불가피하다. 또한 DMZ의 경우에도 남북 평화협력특별지대의 건설이 반드시 이루어져야 할 것이다. 따라서 DMZ 평화지대의 건설은한반도 평화는 물론 동북아의 미래와도 직결되는 중요한 문제라는 점을인식해야 할 것이다. 남북 간의 국가통합을 앞당기고 내적 통일을 확대하기 위해서는 DMZ를 평화복합체적 평화지대로 건설해 나가는 바람직하다.

영문 초록

Until now, a large number of researches and businesses have been attempted about a measure of mutual benefits and common prosperity between South and North Korea that bring peace of DMZ. However, DMZ peace had become a dependent variable of North-South relations and it had not been settled properly or had been destructed in the middle such as the Mt. Geumgang tour business. It is because there was no consideration of a construction strategy about ‘Sustainable Peace’ through ontological approach of DMZ peace. It should be approached through ‘Peace Complexes Theory’ for sustainable peace of DMZ and mutual benefits and common prosperity of Korean peninsula. It means that ontological conditions of sustainable peace are consisted of economic peace, cultural peace, and political-military peace and should build peace gradually and complexly upon these three conditions. That is, North and South must build peace through the gradational and complex construction of economic peace, cultural peace, political-military peace business in DMZ to raise the sustainability of peace. There has been the aftereffect with large portion for 20 years since Germany was unified and it implies its importance of phased unification between South and North Korea rather than radical political and systematical unification. Especially, DMZ Peace Zone construction of a borderland with high military tension like South and North Korea will contribute to building sustainable peace largely. Because South and North Korea should implement these peace conditions in complexes phase and realize ‘peace integration’ between South-North by eliminating a cause of war or violence through DMZ peace and constructing Peace Zone. Furthermore, there is a need to seek various peace settlement ways to establish and expand sustainable peace in DMZ and to realize peace of Korean peninsula regardless of inter-Korean relations. The construction of West-Sea Special Peace and Cooperation Zone agreed before is inevitable even if there will be many complications in the future between South and North Korea. Also the construction of peace cooperation special zone between South and North should be accomplished in case of DMZ. Therefore, we need to recognize the importance of the DMZ Peace Zone construction since it affects the future of Northeast Asia as well as peace of Korean peninsula. It is desirable to construct DMZ as Peace Zone in peace complexes phase for putting forward national unification of South and North Korea and expanding of inner unification.
