지방자치단체의 기능연속성계획 도입에 대한 비판적 고찰

국문 초록

한국 정부는 재난상황에서 기관의 핵심기능을 유지하기 위한 계획으로서 기능연속성계획의 도입을 시도했다. 이에 따라2017년 지방자치단체를 비롯한 여러 공공기관의 기능연속성계획 도입이 의무화되었다. 하지만 많은 공공기관들은 기능연속성계획을 도입하는 데 어려움을 겪고 있는 실정이다. 이 연구에서는 지방자치단체들의 기능연속성계획 도입과정에서 겪는 장애요소와 이를 개선할 정책 제언을 하고자 한다. 이를 위해 미국, 영국, 일본의 유사사례를 분석하고, 지방자치단체 기능연속성계획수립에 참여하는 전문가 대상 인터뷰 내용을 주제별로 분석하였다. 분석 결과, 재난대비계획 간 충돌 가능성, 표준 계획의부재 등이 장애요소인 것으로 나타났으며, 이를 개선하기 위해서는 피해 추정에 근거한 기능연속성계획 도입, 지방자치단체표준 계획 도입, 기존 매뉴얼과의 조정 등이 우선적으로 필요한 것으로 확인되었다. 이 연구에서는 분석 결과를 바탕으로교토시 기능연속성계획과 시나리오 기법, 체크리스트에 기반한 한국형 표준 기능연속성계획 도입안을 제시함으로써 지방자치단체 기능연속성계획 도입을 활성화하는 데에 기여하고자 하였다.

영문 초록

The Korean government has introduced the Continuity of Operations Plan (COOP) in public organizations. This plan can help maintain the core functions of public organizations in emergency situations. Based on this recognition, it became mandatory to introduce COOP in public organizations, including local governments, in 2017. However, many public institutions have experienced difficulties in introducing COOP. In this study, we focused on the reasons for such difficulties in local governments and suggested policy recommendations. We reviewed COOP applications in the United States, the United Kingdom, Japan, and conducted interviews with experts who participated in the process of building COOP within local governments. The results showed that the mismatch between other disaster preparation manuals and COOP and the absence of standard COOP plans for local governments constitute the main barriers. For a better and wider application of COOP, the Korean government should provide more practical standard guidelines based on damage estimation and coordination with existing other manuals. Based on the results, we present a Korean standard COOP for local governments using the scenario and checklist methods.
