주택용 소방시설의 설치효과 개선방안

국문 초록

소방시설법에 따라 주택용 소방시설 설치를 의무화한 이후로 주택화재에서 사망자 발생율이 낮아졌다. 소방시설법에 주택용소방시설을 설치하도록 한 규정은 있으나 벌칙규정이 없으므로 규정을 신설하고 건물주가 소방시설 설치여부를 신고하도록하여야 한다. 주택의 거실에서 화재가 발생하여 단독경보형 감지기가 동작하는 경우 경보음량이 방 안으로 전달될 때 벽을통하여 전달되는 음량은 72.2%, 문을 통하여 전달되는 음량은 86.1%로 취침 중에 경보를 발하는 경우 대피가 늦어질 수있으므로 단독경보형 감지기는 문과 가까운 방향에 설치하고, 연동하여 경보를 발하는 방식의 단독경보형 감지기를 설치하도록기준을 개정하여 경보효과를 높여 인명피해를 감소할 수 있도록 하여야 한다.

영문 초록

Since the Firefighting Facilities Act mandated the installation of residential firefighting systems, the incidence of deaths in house fires has been lowered. Although there is a regulation requiring the installation of firefighting facilities in homes according to the Firefighting Facilities Act, there is no penalty provision. Therefore, new regulations should be established and building owners should report on the installation of firefighting facilities. If a fire occurs in the living room of a house and the independent alarm-type detector operates, the sound volumes transmitted into a room through the wall and door are 72.2 and 86.1%, respectively; therefore if an alarm is set off when the occupant is asleep, evacuation may be delayed. The standard should be revised to install an independent alarm-type detector that triggers an alarm that is sufficiently effective to reduce human casualties.
