북한이탈주민의 창업지원정책에 관한 연구

국문 초록

본 연구에서는 북한이탈주민의 창업지원정책과 그 활성화 방안에 대해살펴보았다. 이러한 연구목적을 달성하기 위하여 이주민 창업의 원인과 결과에 대한 이론적 논의들을 검토하고, 북한이탈주민들에 대한 전반적 지원정책과 기존의 창업지원정책에 대해 살펴본 후, 몇 가지 창업활성화 방안을 제시하였다. 본 연구에서 제시한 북한이탈주민들의 창업활성화 방안은다음과 같다. 첫째, 북한이탈주민들의 창업활성화를 위해서는 남한 내에서북한이탈주민들에 대한 창업지원을 정당화 할 수 있는 사회적 합의가 우선적으로 도출되어야 한다. 둘째, 북한이탈주민들의 인구학적 배경을 기초로한 이들만을 위한 맞춤형 창업지원 프로그램의 개발을 통해 창업을 활성화할 필요가 있다. 셋째, 북한이탈주민들의 창업에 실질적인 효과를 제공할수 있는 교육 프로그램이 마련되어야 한다. 마지막으로 창업자금 지원과창업이후 지속적인 관리 역시 북한이탈주민들의 창업을 활성화하기 위한방안에서 필수적이라 할 수 있으며, 이를 전담할 수 있는 기관이 지정되어야 한다. 북한이탈주민들의 경제적 자립 방안으로 창업은 앞으로 더욱 중요한 선택지가 될 가능성이 높아 보인다. 따라서 향후 지속적인 창업지원방안에 대한 보완에서 가장 중요한 것은 이들의 특성을 극대화해서 창업성공을 담보해 낼 수 있도록 하는 것이다. 북한이탈주민들에 특화된 보다 현실적인 방안이 강구되어야 할 것으로 보인다.

영문 초록

increased after the early of 2000, population of them just passed over 30,000 on the middle of 2018. In the meantime, a settlement supporting policy of Korean Government for North Korean Defectors also has developed in order to deal with improving their settlement conditions, especially their economic adaptation and independence. However, They are still can not escape from a tenuous economic condition. Therefore, Korean Government attention to support policy of entrepreneurship to improve economic condition of North Korean Defectors. From this point of view, this study discusses support policy of entrepreneurship. For this goal, this study examines theory of ethnic entrepreneurship, the present supporting policy and entrepreneurship policy for North Korean Defectors, and try to focuses on suggesting some activation planes for entrepreneurship as follow: First, Korean society needs to social consensus for support policy of entrepreneurship for North Korean Defectors in order to improve their economic condition. Second, we need to develop a customized entrepreneurship program that based on their individual peculiarities to activating entrepreneurship. Third, we also need to a customized educational program that offers practical effects for their success of a small business owner. Finally, Korean Government also need to establish a institution that has exclusive responsibilities to managing funds and consulting to operate small business.
