미국과 중국 간 ‘투키디데스 함정’과 한국 안보에 대한 함의

국문 초록

본 논문은 미국과 중국의 충돌 가능성을 분석하고, 이러한 상황에서한국이 어떤 정책을 채택할 필요가 있는가를 논의하기 위한 목적으로작성되었다. 이를 위하여 세력전이 이론에 기초하여 현 시대의 저명한국제정치학자인 미어세이머와 엘리슨의 전망을 통하여 미중 간 충돌에대한 이론을 검토하였고, 미중 간 대결의 경과를 세력전이 이론에 근거하여 동태적으로 설명하였으며, 그에 따라 미중 간 충돌의 가능성을 분석하고, 한국에 대한 함의를 제시하였다. 분석의 결과, 미국은 ‘투키디데스 함정’에서의 스파르타처럼 중국의 부상을 차단하겠다는 정책방향을 분명하게 설정한 것으로 평가하였다. 중국의 경우 현재는 자제하는모습을 보이고 있지만, 언젠가는 반발할 가능성이 높다. 이러한 상황에서 한국은 ‘균형외교’ 환상에서 미국과 동맹으로 맺어진 현실을 인정하면서 벗어나 중국에게 정경분리의 원칙을 설득할 필요가 있다. 특히 미중 간의 갈등이 커지면 한반도에서 대리전쟁이 발생할 수 있다는 점에서 다른 어느 때보다 자주국방 노력을 강화해 나가야 한다.

영문 초록

This paper is written to analyze the possibility of collision between the United States (US) and China and to draw some implications for South Korea. For this purpose, it revisits related theories such as Power Transition Theory and thoughts of prominent comtemporary scholars such as John A. Mearsheimer and Graham T. Allison. As a result, this paper found that the US clearly established its confrontational policy against China just like Sparta in the Peloponnesian War. Although China restrains itself from challenging the US for now, it could decide to confront in the future and the war between the US and China could occur. In this situation, South Korea should not stay in the conceptual but unrealistic prescription of "balanced diplomacy" between the US and China. It has been an ally to the US and should act accordingly, as long as it wants to defend its people from North Korean nuclear threat. It should persuade China that it can continue to cooperate China in economical way, but its should support the US in case of war. Especially, South Korea should heed on the possibility of proxy war by China through North Korea and be prepared to defend itself with its own military forces.
