국문 초록

본 연구는 인권영향평가제도 연구의 흐름을 고찰하고 현재 대표적인 인권영향평가 정책인 서울시의 인권영향평가의 운영실태와 문제점을 도출하기 위해 서울시 소유자산 중 11개소의 노인복지시설을 사전조사하고, 최종적으로 강서노인종합복지관, 관악노인종합복지관, 광진노인종합복지관, 서울노인복지센터의 4개 시설에 대한 현장평가를 진행하였다. 본 연구의 결과로 개별 시설에 대한 평가에서 노인복지시설은 고령이용자가 많아 시설 이용을 위한 접근권, 이동권 부분에서 대체로 높은 평가가 나온 가운데, 이동권에 있어서는 건물 건립시기보다는 리모델링 등 기능 보강시, 이동권 강화를 위한 개별기관의 노력이 더 큰 영향을 미친다는 것을 확인할 수 있었다. 환경권 측면에서는 시설별 격차가 큰 편으로 설립연도 및 초기 설계에 많은 영향을 받는 상황이 확인되었고 참여권은 설계 초기 거의 반영되지 않은 상태에서 수탁기관으로 이관되어 낮게 평가되었다. 본 연구는 인권영향평가를 통해 인권건축의 현실을 파악하고 향후 방향성을 제시한 기초 연구로, 향후 보다 효율적이고 합리적인 인권분야 평가를 통해 물리적, 심리적, 경제적 관점 등 건축시설물과 관계하여 인권측면에서의 세부원칙이 수립되기를 기대해 본다.

영문 초록

This study examines the flow of research on the human rights impact assessment system and conducts a preliminary survey of 11 elderly welfare facilities among the assets owned by Seoul to derive the operational status and problems of Seoul’s human rights impact assessment, the current representative human rights impact assessment policy. As a result, on-site evaluation was conducted on four facilities: Gangseo Senior Welfare Center, Gwanak Senior Welfare Center, Gwangjin Senior Welfare Center, and Seoul Senior Welfare Center. As a result of this study, in the evaluation of individual facilities, elderly welfare facilities received high evaluations in terms of access rights and mobility rights due to the large number of elderly users. It was confirmed that the efforts of individual institutions for In terms of environmental rights, there was a large gap between facilities, and it was confirmed that they were greatly affected by the year of establishment and the initial design. This study is a basic study that grasps the reality of human rights architecture through human rights impact assessment and suggests future directions. It is hoped that detailed principles will be established.
