국문 초록

기획은 공공디자인 사업의 전략과 방향을 결정하는 핵심적 행위이나 공공디자인 기획에 대한 학문적 연구와 이론 정립은 거의 진행되지 않았다. 본 연구는 디자인 경영에서의 디자인기획, 건축기획과 행정기획을 공공디자인 기획과 비교함으로써 공공디자인 기획의 개념과 특성을 구체화 하는 것을 목표로 한다. 본 연구는 문헌연구와 비교 분석으로 진행되며, 비교 대상은 기업의 디자인 기획, 건축서비스산업의 기획 업무, 행정 기획의 이념으로 한정하였다. 기획은 사업을 위한 절차와 과정을 의미하는 반면 계획은 구체화된 활동 목표와 수단을 지칭한다. 디자인 경영에서 디자인기획은 제품, 공간, 브랜드, 서비스 등의 디자인 개발을 위한 기초 단계로서 전략적 관점의 총체적 활동이라 할 수 있다. 디자인 기획은 기업의 디자인 전략을 수립하고 시장과 소비자 분석을 통해 기업 디자인 개발의 방향을 설정한다. 행정에서 기획은 법적, 경제적, 정치사회적 이념을 가져야하며, 공공성을 중시하는 공공디자인 기획에서도 동일한 이념에 적용되어야 한다. 건축서비스산업 진흥법은 공공건축을 위한 기획의 역할과 범위를 규정하고 있으며, 건축기획 업무 가이드라인을 통해 구체적인 방법을 제시하고 있다. 공공디자인 기획은 일반적인 디자인 기획과 달리 공익을 위한 철학과 가치를 가져야 하며, 기업의 디자인과 차별되는 공공성 확보를 위한 절차와 방법이 적용되어야 한다.

영문 초록

Although planning is core action to set up strategy and direction of public design projects, academic studies for public design planning are not sufficient. The study aims to shape up notion and properties of public design planning through comparison of design planning at corporate management, adminstration planning, and architecture planning. The study is done by literature research and comparative analysis. Comparative analysis focuses on design planning at private companies, planning tasks at architecture planning, and ideologies at administration planning. While planning means procedure and methods for projects, plan means detailed activity goals and steps. Design planning at design management is overall activity of strategic perspective as fundamental process for design development of product, space, brand, and visual output. Design planning establishes design strategies for companies, sets up the direction of corporative design development through analysis of market and customers. Planning at public administration should have legal, economic, political, and social ideologies. Public design planning should share ideologies of administration planning for publicity. Architecture service promotion law defines roles and range of architecture planning, and guideline for architecture planning presents detailed methods. Public design planning should have philosophy and value for public interest, and procedure and methods to secure publicity.
