경주국채보상운동의 전개 양상 검토

국문 초록

본고는 최부자댁이 소장한 고문서 자료를 분석하여 경주국채보상운동의 전개양상을 검토한 것이다. 본 연구를 통해 새롭게 밝혀진 점을 요약하면 다음과 같다. 첫째, 국채보상운동의 소식이 대구에서 경주로 전파된 시점은 최소한 1907년 3월 6일 이전으로 볼 수 있으며, 대구통문을 통해서는 국채보상운동의 취지뿐만 아니라 단연회의 체제 및 운영방침까지도 경주로 전달되었다. 이를 바탕으로 경주지역에 국채보상운동 취지서가 작성되었고, 의연금을 조직적으로 수합하기 위한 단연회사도 결성되었다. 둘째, 의연금 수합이 지지부진하자 4월에 모금을 독려하는 윤고문과 광고문이 배포되었고, 보다 체계적인 조직인 향교연성회사가 설립되었다. 이러한 노력의 결과로 7월에 경주지역 국채보상의연금의 규모를 알 수 있는 국채보상의연금성책 3권이 작성되었다. 8월부터 의연금을 서울 본사로 수송하는 일에 대한 일진회의 본격적인 방해공작이 전개되었다. 9월에 의연금을 서울 본사에 납부하기 위해 상경했지만, 시국의 어수선함으로 인해 의연금 납부를 보류하게 된다. 11월, 의연금 수송에 필요한 경비를 마련하기 위한 향회를 열어 경주에 소재한 66개 문중들이 수송경비를 나누어 부담하기로 결정하였는데, 실제로 708냥이 모금되었다. 같은 달, 연성회사 재무인 임천식은 보은회사에 경주의연금 17,434냥을 기한에 납부하겠다는 다짐문을 작성하였고, 1908년 2월에는 임천식의 아들 임휘태가 의연금 마련을 위해 노력하고 있다는 간찰을 최현식에게 보냈다. 셋째, 1908년 9월, 국채보상금검사소가 설치되어 경주에서 수합한 의연금의 사용처를 조사하였는데, 이 단체는 1909년 5월까지 활동하였다. 이 때 국채보상금검사소의 조사장은 강영주였고, 경주의연금수집소의 회장은 최현식이었다. 1910년 5월, 국채보상처리회에 파견할 인원 선발을 위한 향회를 개최하였다. 이를 통해 국채보상운동이 발의되고 3년 동안이나 국채보상운동의 여파가 경주에 남아있었음을 알 수 있었다.

영문 초록

This paper reviewed the development of the Gyeongju National Debt Compensation Movement by analyzing the data of the ancient documents owned by the choibuja. The points newly revealed through this study are summarized as follows. First of all, the news of the government bond compensation movement spread from Daegu to Gyeongju at least before March 6, 1907, and not only the purpose of the government bond compensation movement but also the system and operation policy of the council were delivered to Gyeongju through the correspondence. Based on this, a statement for the purpose of the government bond compensation movement was prepared in the Gyeongju area, and an independent council was also formed to systematically collect donations. Second, as donations were sluggish, a more systematic organization, Hyanggyo Yeonseong Company, was established in April as advertisements to encourage fundraising were distributed. As a result of these efforts, three donation books were written in July. Iljinhoe began full-fledged interference in the transportation of donations to its headquarters in Seoul in August. He came to Seoul in September and donated to the headquarters in Seoul, but the donation activities are suspended due to confusion. In November, 66 households in Gyeongju decided to share transportation costs, effectively raising 708 nyang. In the same month, Lim Cheon-sik, the finance minister of Yeonseong Company, wrote a pledge to pay 17,434 nyang of Gyeongju to Boeun Company, In February 1908, Lim Hwitae, Lim Cheon-sik's son, wrote a letter to Choi Hyun-sik and said he would Raise money Third, in September 1908, a government bond compensation inspection center was established to investigate the use of donations raised in Gyeongju, and this organization was active until May 1909. In May 1910, an association was held to select the number of people to be dispatched to the Compensation Processing Association. Through this, it was confirmed that the government bond compensation movement was proposed and the aftermath of the government bond compensation movement remained in Gyeongju for three years.
