연령주류화의 개념과 정책적 기반 마련을 위한 담론

국문 초록

사회구성원들의 공평(equity)을 이루기 위한 정책 형성 과정에서의 주류화가 주목되는 가운데, 본 연구는 비교적 주류화가적극적으로 도입되고 적용되고 있는 성주류화를 비판적으로 고찰하면서 한국사회의 맥락에 적합한 성공적인 연령주류화를 성취하기위한 실질적 제언을 목적으로 한다. 성주류화에 대한 비판적인 목소리들을 중심으로 정부 정책으로써의 성주류화가 갖는 현실적인제한점들을 개념과 정책 과정의 혼란을 중심으로 고찰하고 한국사회에서 연령주류화는 어떻게 기획되고 시행되어야 바람직할 것인지에대해 구상해본다. 또한 UN을 중심으로 제기된 연령주류화의 개념과 논의를 소개하고 성공적인 연령주류화를 위한 도구들의 작동을살펴본다. 더불어 연령주류화를 정책적으로 도입하고 정부 정책으로 안착시키고 사회문화적으로 구현하고 있는 해외 사례를 간략하게소개하고, 국내에서 연령주류화 논의 측면에서 고려할 수 있는 정책 제안을 고찰한다. 마무리에서 연령주류화를 본격적으로 도입하기위해서 연령인지적 관점(age perspective)에서 정책 내용과 실행 성과에 대한 평가를 할 수 있는 기반을 마련하고 성공적인 연령주류화를안착시키기 위한 몇 가지 중요한 제언을 한다.

영문 초록

In recent years, attention has been paid to the mainstreaming issues in the process of policy to achieve equality among members of society. In this context, this study aimed to make practical suggestions to achieve successful age mainstreaming suitable for the context of Korean society while critically examining gender mainstreaming, which is being introduced and applied. Based on critical voices of gender mainstreaming, the practical limitations of gender mainstreaming as a government policy were observed in terms of confusion in the concept and policy process, and it was reviewed how to plan and implement age mainstreaming in Korean society. It also introduced the concepts and discussions of age mainstreaming raised by the UN and examined the operation of tools for successful age mainstreaming. In addition, overseas cases, where age mainstreaming has been introduced as a policy, settled as a government policy, and implemented socially and culturally, were briefly introduced and policy proposals that can be considered as age mainstreaming in Korea were reviewed. Finally, some important suggestions were made to establish the foundation for evaluating policy implementation and performance from the age perspectives, and to settle down successful age mainstreaming.
