국문 초록

본 연구는 COVID-19 팬데믹으로 인한 외식 소기업의 영업손실을 추정하고, 소상공인 손실보상의 지급효과를 분석하였다. 국내 2,252개 외식 소기업의 경영 데이터를 이용하였으며, 개별기업의 비용구조와 매출감소 수준에 따라 다르게 나타나는 영업손실의 규모를 시나리오 분석을 통해 조사하였다. 또한, 추정 손해액에 대한 소상공인 손실보상금의 보상률을 산출하고, 보상금 지급에 따른 영업이익의 보전율을 조사함으로써 손실보상금의 지급효과를 분석하였다. 주요 시나리오에 대한 분석 결과로, 20%의 매출감소 상황에서 영업이익의 손실은 개별기업의 비용구조에 따라 40.1%~49.2% 범위로 발생하였으며, 이에 대한 손실보상금은 추정 손해액의 65.1%~80.0%를 보상하는 것으로 나타났다. 또한, 손실보상금 지급에 따른 영업이익의 보전효과는 영업규모가 작고, 손실이 크게 발생한 취약계층에서 가장 낮은 수준으로 나타나는 것으로 확인되었다. 본 연구는 다양한 계층의 외식 소기업에 대한 영업손실의 규모를 구체적으로 파악하고 손실보상금의 지급효과를 분석함으로써, 소상공 산업의 코로나 피해와 보상에 대한 사회적 논의를 검토하고 정책방향을 모색하기 위한 시사점을 제공할 수 있을 것으로 기대된다.

영문 초록

This study aimed to estimate the operating loss borne by the restaurants due to the COVID-19 pandemic, and analyze the effect of government compensation received. Management data from 2,252 restaurants were used, and depending on the cost structure and sales reduction, their operating loss level was investigated through scenario analysis. The government’s compensation rate for estimated operating loss was calculated and its effect was analyzed by examining the operating profit retention ratio. As an analysis of the main scenarios, when sales decreased by 20%, the operating loss ratio for each restaurant was in the range of 40.1% to 49.2%, and the compensation was found to be between 65.1% to 80.0% of the estimated loss. Further, the impact on operating profit retention ratio according to compensation was the lowest for vulnerable restaurants, which operate on a small scale and suffer large losses. The results of this study provided socioeconomic and policy implications concerning small business support, particularly government compensation for financial damages caused by COVID-19 business restrictions, which is a growing social concern in South Korea.
