국문 초록

2차 세계대전 전후 초기의 서독으로부터 통일 독일까지 전몰장병 기념의 변화상은 독일 기억문화의 다층성을 보여준다. 나치는 사악했지만 독일 정규군은 결백했다는 믿음, 적극적 희생과 수동적 희생 담론의 반복적 교체, 가해자와 피해자 정체성의 전도, 홀로코스트 기념비의 (탈)현대성과 전몰자 묘지의 고졸성(古拙性), ‘의회의 군대’라는 법률적 수사(修辭)와 철십자 무 공훈장 간의 괴리 등은 일종의 ‘차폐기억’으로서의 홀로코스트 기억으로는 포괄될 수 없는 집단기억의 심연을 드러낸다. 그것은 불가항력적인 역사적 트라우마의 발현이자 전몰자 기념이 지닌 본원적 난제에 대한 독일적 해법 이기도하다. 국가를 지키기 위해 싸운 이들에 대한 기억과 국가의 폭력에 대항해 싸운 이들에 대한 기억이 충돌하고 착종되는 가운데 한편으로는 민주공화국에 대한 헌신을 ‘현충’하면서도, 다른 한편으로는 부당한 명령에 맞섰거나 억압을 견디다 못해 쓰러져간 군인들의 넋을 기리는 ‘인권’지향적 민주주의의 접근법을 조화시키려는 노력했던 독일의 사례는 국가의 필수불가결하면서도 위험스런 폭력성을 민주적으로 통제하기는 길을 찾는 대한민국에 시사점을 제공한다.

영문 초록

The Shifts in commemoration of the fallen soldiers from postwar West Germany to the reunified Germany demonstrate the multi-layered nature of German memory culture. The distorted memory that only the Nazis were evil but the German regular army was innocent, the repeated displacement of active and passive sacrifice, the inversion of perpetrator and victim identities, the gap between the (post)modernity of the Holocaust monument and the antiquatedness of the cemetery of the war dead, the collision between the legal rhetoric of the parliamentary army and the reintroduction of the Iron Cross for Bravery cannot be covered up by Holocaust memories as a sort of screen memory. What is revealed here, is an irresistible historical trauma, on the one hand, and a German solution to the fundamental problem of commemorating the fallen soldiers, on the other hand. While the memories of those who fought to protect the country and those who fought against the violence of the state collide and intersect, state should honor their dedication to the democratic republic, but at the same time should not forget their resistance to the unjust orders. Germany s efforts to harmonize the republican principle of honor and the ‘human rights’ oriented democracy has paved the way for democratically controlling the state s indispensable and dangerous violence.
