국문 초록

이 연구는 국가평생교육진흥기본계획 수립을 위하여 반영될 수 있는 비전 및 주요 정책 과제들에 대한 탐색이다. 이를 위하여 30명의 평생교육관계자를 대상으로 1, 2차 델파이조사를 실시하였으며, 평정된 항목들은 적합도를 산출하여 영역별 정책 내용으로 우선순위에 따라 제시하였다. 제시된 결과들은 국가평생교육진흥기본계획 수립에 반영될 수 있는 비전 및 주요 정책 과제들로 유목화되었다. 비전은 “국민이 체감하는 보편적 평생학습”의 내용으로, 이를 실현하기 위한 정책 과제들은 첫째, 긴 생애와 평생학습기본권, 둘째, 전환적 평생학습환경 조성, 셋째, 중앙정부와 지방정부의 전환적 평생교육전달체계 구축, 넷째, 전 국민 평생학습 실천문화 확대와 활동적 시민성, 다섯째, 휴먼뉴딜기반 국민의 역량 강화와 고등평생교육, 여섯째, 지역평생교육의 혁신과 전환, 일곱째, 학교평생교육과 마을교육공동체의 정착 방안, 여덟째, 초시대 디지털 평생학습의 활성화, 아홉째, 평생교육사의 전문성과 실천성 강화 및 확대, 열째, 지구촌과 함께하는 K-평생학습(KLL) 등으로 제안되었다.

영문 초록

This study is an exploration for the direction of a master plan for lifelong education promotion. In order to do so, the first and second Delphi surveys were conducted on 30 lifelong education stakeholders, and the evaluated items were presented according to priority level as policy contents for each area by goodness of fit test. The presented results were proposed by categorizing them as vision and major policy tasks that can be reflected in the establishment of a basic plan for promoting national lifelong education. Policy tasks to realize this are: first, long lifespan and lifelong learning basic rights, second, transformational lifelong learning environment building, third, central and local governments transformational lifelong education delivery system expansion, fourth, expanding the culture of lifelong learning and active citizenship for all people, fifth, strengthening the competency of the people based on the Human New Deal and higher lifelong education, sixth, innovation and transformation of lifelong education in the region, seventh, co-settlement of school lifelong education and village education community, eighth, revitalization of digital lifelong learning beyond era, ninth, strengthening and expanding lifelong educator s expertise and practice, tenth, and Korean Lifelong Learning(KLL) with the global world.
