국문 초록

본 논문에서는 해외 교육의 실태를 시찰·조사한 조선총독부 학무국 시학관의 파견 배경과 추이 및 그들의 활동을 검토하였다. 조선총독부는 출장 및 재외연구원제도를 통해 1917년부터 1929년까지 6명의 시학관을 해외에 파견하였다. 이들은 모두 일본인으로, 1명을 제외한 나머지는 1920년대에 파견되었다. 1910년대 시학관의 해외 교육 시찰은 동남아시아 식민지에 대한 구미의 교육정책에 주목하였다. 시학관은 홍콩, 필리핀, 자바섬 등을 비롯한 동남아시아와 인도에 파견되었다. 이들 지역에 대한 구미 열강의 교육 기조는 조선에 대한 고등교육 억압방침을 수정한 조선총독부의 교육정책을 정당화하는 논리로 활용되었다. 1920년대 시학관들은 영국, 프랑스, 독일을 중심으로 한 유럽과 미국에 파견되었다. 해당 시기 시찰의 주요 목적은 1930년대 조선총독부의 교육방침을 마련한 임시교육심의위원회의 논의를 뒷받침하는 것이었다. 조선총독부는 임시교육심의위원회의 간사를 맡은 시학관들을 구미로 파견하여 보통학교에 농업 중심의 실업 교육 체제를 구축하고 강화하는 ‘교육실제화’ 정책을 비롯하여 공식적인 ‘청년훈련’의 실시를 정당화하려 하였다. 이들 시학관은 3·1 운동 이후에 크게 확산된 조선인의 ‘향학열’을 잠재우고 조선인을 초보적인 기술인력으로 양성하는 한편, 일본의 군국주의적 침략에 조선인을 동원하기 위한 체제를 구축하기 위해 구미 교육의 실상을 왜곡하여 선전하였다. 조선총독부 시학관의 해외 교육 시찰·조사 활동은 조선총독부가 추진하는 교육정책을 뒷받침하며, 식민지배체제의 유지에 활용되었다.

영문 초록

This thesis examined the background & trend of the overseas dispatch of Academic Affairs Bureau[學務局] senior supervisor[視學官] from the Chosen government general[朝鮮總督府] and their activities of those officials. Chosen government general dispatched six Academic Affairs Bureau senior supervisors overseas from 1917 to 1929. All officials dispatched overseas were Japanese. One of them was dispatched in the 1910s and five in the 1920s. In the 1910s, overseas educational inspection of senior supervisor focused on educational policies in the United States and Europe for colonies in Southeast Asia and India. This inspection results were used as logic to justify Chosen government general s education policy, which revised the policy to suppress higher education in Korea. In the 1920s, senior supervisors were dispatched to Europe and the United States, centered on United Kingdom, France, and Germany. The main purpose of the educational inspection in the 1920s was to support the discussions of the Education Policy Committee[臨時敎育審議委員會] held in 1928. Senior supervisors in charge of the committee were dispatched to the United States and Europe. They justified the education policy of the Chosen government general by promoting the elementary education system centered on vocational education and the youth military training system[靑年訓練] as a general educational trend in the United States and Europe.
