1960-1961년 한국 정치권과 언론의 ‘터키 혁명’ 인식과 전유

국문 초록

4월 혁명과 5·16 군사쿠데타를 전후한 정치적 격동기의 한국에서는 그와 유사한 격동을 겪던 터키의 사례가 자주 소환되었다. 그리고 그것은 지식인들과 언론의 장에서만 머문 것이 아닌, 현실 정치의 장으로 뻗어나가 다양한 주체들에 의하여 다양하게 인식되고 활용되었다. 내각책임제 하에 독재정권이 수립된 터키의 사례를 의식한 한국의 민주당 정치인들은 4월 혁명 직후 내각책임제 개헌 과정에서 독재를 견제할 수단을 강구하였고, 이는 제2공화국의 제도적 모순을 낳았다. 처음에 ‘터키 혁명’을 4월 혁명의 수출로 인식하며 우월감을 표출한 한국의 언론과 지식인들은 이후 한국에서 구체제 청산이 지지부진하자 터키의 ‘혁명재판’ 사례를 들며 한국의 정국을 비판하였다. 하지만 제2공화국의 정치인들은 ‘터키 혁명’의 의의를 깎아내리며 이에 반박하였다. 5·16 쿠데타세력은 ‘터키 혁명’에 대한 긍정적인 여론을 전유하려 하였으며, 더 나아가 터키 ‘혁명세력’의 국가통일위원회를 모범으로 삼아 국가재건최고회의를 수립하였다. 한국의 현실 정치에서 다양하게 활용되던 ‘터키 혁명’은 터키 군부가 후원한 정당이 1961년 10월의 민정이양 선거에서 사실상 패배하면서 점차 잊혔다. 이렇듯 ‘터키 혁명’의 틀을 통하여 한국 정치를 바라봄으로써 각각의 주체가 가지고 있던 정치적 지향과 그들을 고무시킨 동기, 그리고 그들이 마련한 제도에 대한 이해를 심화시킬 수 있었다.

영문 초록

In Korea, during the political upheaval by the April Revolution and the May 16 coup, cases of Turkey, which experienced similar upheaval, were frequently summoned. And it had not only stayed in the field of intellectuals and media, but had spread to the field of real politics and had been recognized and utilized in various ways by various subjects. Recognizing the case of Turkey, where dictatorship was established under the parliamentary system, Korean politicians of Democratic Party sought a means to check dictatorship during the constitutional amendment of the parliamentary system. This resulted in institutional contradictions in the Second Republic. At first, the Korean media and intellectuals recognized the Turkish Revolution as an export of the April Revolution and expressed a sense of superiority. Since then, as the liquidation of the old system has been sluggish in Korea, they criticized the Korean political situation, citing the case of Turkey s revolutionary trial. And politicians in the Second Republic refuted this, saying that Turkey s revolutionary trial was a brutal and hasty. The May 16 coup force tried to appropriate positive public opinion on the Turkish Revolution, and further established the Supreme Council for National Reconstruction using Turkey s National Unification Committee as an example. As such, the Turkish Revolution, which had been used in various ways in Korean real politics, was gradually forgotten when political parties sponsored by the Turkish military virtually lost the civil administration transfer election in October 1961. By looking at Korean politics through the framework of the Turkish Revolution, we were able to deepen our understanding of the political orientation each subject had, the motivation to inspire them, and the system they prepared.
