지방의회의 청렴성 향상 방안

국문 초록

본 연구에서는 대구지역 지방의회의 업무추진비 현황을 분석하고 지방의회 청렴성 향상을 위한 방안을 제시하면 다음과 같다. 첫째, 부당사용자에 대한 제재 규정을 명확히 해야 한다. 이 조례를 위반한 행위자에 대해서 부당한 사용의 금액에 대해서 환수, 징계요구를 하여야 한다고 규정하고 금액과 위반의 경중에 따른 제재규정을 명확히 규정할 필요가 있다. 둘째, 업무추진비 집행 관련교육(회계교육)을 강화해야 한다. 관련교육을 실시하여야 한다고만 규정하고 있는 조항을 구체적인 구제적으로 제시하여(연1회 2시간 이상) 업무추진비 집행의 청렴성을 강화할 수 있도록 해야 한다. 셋째, 업무추진비의 사용 제한에 대한 사항을 확대해야 된다. 공적인 의정활동과 무관한 동료의원 상호 간의 식사 등에 대한 항목도 추가하여 조례를 개정할 필요가 있다. 또한 축의금을 업무추진비 현금으로 지출할 수 있는 규정은 삭제되어야 한다. 축의금의 경우는 개인적 용도로 사용하는 경우도 있기 때문에 업무추진비의 항목에는 적절하지 않다. 넷째, 홈페이지 업무추진비 내용공개 명확화 및 지출 항목에 조정이 필요하다. 업무추진비 항목에는 의정운영업무추진비, 의정운영공통경비가 포함되어 있는 것으로 의정운영공통경비에 대한 공개도 필요하다. 또한 업무추진비 사용내역의 대부분은 식사 및 다과비로 지출되고 있어 업무추진비가 업무를 추진하는데 정확하게 사용되고 있는가에 대한 논의가 필요하다. 이러한 항목의 과다지출은 일정한 의미에서 포괄적으로 선거운동과도 관련이 있을 수 있기 때문에 업무추진비에서 식사에 대한 규정을 명확히 하거나 식사비가 차지하는 비중을 일정부분 제한할 필요가 있다.

영문 초록

The following is provided by analyzing the current status of the local council s business operating expenses in Daegu and suggesting measures to improve the integrity of the local council. First, the sanctions against unfair users should be clarified. It is necessary to stipulate that an actor who violates this Ordinance shall be required to recover and discipline the amount of unfair use, and to clearly stipulate the amount and the regulations on sanctions according to the weight of the violation. Second, education related to the execution of business promotion expenses should be strengthened. The provisions only stipulating that relevant education shall be provided shall be provided in detail(at least two hours a year) so that integrity in the execution of business promotion expenses can be strengthened. Third, the restriction on the use of business expenses should be expanded. The ordinance needs to be amended by adding items such as meals between fellow lawmakers unrelated to public parliamentary activities. In addition, the provisions for the expenditure of congratulatory money in cash for the promotion of work should be removed. This is because the congratulatory money is often used for personal purposes, which is not appropriate for the items of business promotion costs. Fourth, it is necessary to clarify the disclosure of the contents of the website s business promotion expenses and adjust the expenditure items. The items of the operation cost include parliamentary operation cost and common parliamentary operation cost, and it is also necessary to disclose parliamentary operation cost. In addition, most of the work operating expenses are spent on meals and refreshments, so discussions are needed on whether the work promotion expenses are used accurately to promote the work. Overspending on these items may be comprehensively relevant to the campaign in a certain sense, so it is necessary to clarify the regulations on meals or limit the portion of meal expenses in the work-driven expenses.
