국문 초록

근래 동아시아 각국에서는 ‘동아시아철도공동체’, ‘철의 실크로드’ 등 철도를 매개로 한 지역 간의 화합과 소통이 뜨거운 화두가 되고 있다. 그런데 철도를 매개로 하는 동아시아철도공동체는 미래의 구상일 뿐만 아니라 역사적 연속성과 자산 위에서 발전되어 오늘에 이르게 된 것이다. 따라서동아시아 철도공동체의 현상과 미래를 이해하기 위해서는 최초 철도의 부설 과정을 이해하는 일이 매우 중요하다. 본고는 한중일 3국에서 최초로부설된 철도의 궤간 표준이 결정되게 된 요인과 서로 다른 역사적 환경을 살펴보았다. 일본은 메이지유신의 과정에서 철도를 부국강병의 통치수단으로 적극활용하기 위해 협궤를 채택하여 철도 총연장을 신속히 확대할 수 있었다. 중국은 표준궤의 채택을 통해 향후 전국적인 철도네트워크의 형성과 발전에 부합하는 길을 선택하였다. 반면 한국의 철도는 사실상 일본정부와 일본자본의 주도 하에 부설되었으며, 한국은 철도 궤간을 주체적으로 결정할 수 있는 기회를 박탈당하고 말았다. 일본은 대륙철도와 동일한 표준궤를 채택함으로써 한국철도를 대륙침략정책의 일환으로 적극 활용한 것이다.

영문 초록

In recent years, inter-regional harmony and communication via railways have emerged as hot topics including the East Asian Railway Community and Iron Silk Road in each nation of East Asia. The railway-based East Asian Railway Community is not only a plan for the future, but also today s outcome developed based on historical continuity and assets. It is extremely important to understand the construction process of the first railway in the understanding of the East Asian Railway Community for its phenomena and future. This study set out to examine the factors behind the gauge standard of the first railway in Korea, China and Japan and also their different historical environments. Japan chose the narrow gauge to make active use of railways as a means of rule for national prosperity and military power in the Meiji Restoration process, thus being able to expand the full railway length. China chose the standard gauge, which was in line with the formation and development of its nationwide railway network in the future. In Korea, railways were constructed mainly by the Japanese government and capital, which stripped the nation of the opportunity to choose its rail gauge on its own. Japan chose the standard gauge like the continental railways for Korea, making active use of Korea s railways for its policy of invading the continent.
