일본의 댜오위다오 ʻ국유화ʼ에 대한 중국의 인식 및 대응

국문 초록

일본 정부가 2012년9 월 10일 댜오위다오 ‘국유화’를 선포하자 중국은 ‘영토 문제 보류’라는 암묵적 합의를 어긴 도발이라고 인식하고 강력하게 반발했다. 댜오위다오 국유화는 중일관계에 큰 파장을 불러 일으켰고, 중일간의 영토 갈등은 동북아시아에 일촉즉발의 먹구름을 드리우게 하였다. 앞으로의 중일관계의 발전방향을 전망하고, 동북아의 평화와 안정을 위협하는 요소를 제거하려면, 우선 양국의 영토정책과 정부입장, 대응수단 등을 명확히 할 필요가 있다. 따라서 본 연구는 일본의 댜오위다오 국유화에 대한 중국의 입장 및 대응수단을 분석하였다. 중국의 댜오위다오 정책의 방향과 이념을 파악하여 앞으로 중국의 영토정책에 관한 시사점을 모색하였다.

영문 초록

On 10th of September 2012, the Japanese government proclaimed the nationalization of Senkaku(尖閣列島). Against this action, Chinese government protested strongly, insisting that Japan broke the tacit agreement between the two counties of ‘pending the territorial issues’. The nationalization of Senkaku by Japan caused quite a stir in the relationship between China and Japan. These Sino-Japanese territorial conflicts would strike a spark of crisis in Northeast Asia. In order to avoid conflict, keep peace and stability in Northeast Asia, and prospect the future of Sino-Japanese relations, it is necessary to examine closely the territorial policies, government positions, and countermeasures of both countries. Therefore, in this thesis, Chinese thinking and response to the ‘nationalization’ of Senkaku by Japan will be analyzed. In conclusion, Chinese positions are as follows: Firstly, China adheres to the principle of ‘peaceful rising’ and continues her own reforms as a regional power with dignity and responsibility. Secondly, under the principle of nonintervention, China would help to make conditions for the correct understanding of history in Japan. Thirdly, there is a need to build a wide range of human networks with Japan. Fourthly, to explore a new theory of international order in Northeast Asia and keep peace and stability in this region facing dynamic changes, including emerging territorial conflicts, the mid-and long-term studies are needed.
