한일 간 독도 이슈의 추이와 일본의 도발 패턴

국문 초록

본 연구는 한일 간 독도이슈의 시기별 및 이슈별 전개과정을 국제정치·안보적 측면에서 분석을 시도해 봄으로써, 향후 계속되는 일본의 독도영유권 도발에 효율적으로 대처함은 물론 궁극적으로는 한일 간 미래지향적 발전을 위한 양국 간 갈등 해결의 계기가 과연 가능한지를 모색해 보고자 하였다. 한일간 독도 이슈의 연도별 추이를 종합적으로 보면, 1950년대 초반에 독도 이슈 발생 건수가 처음으로 급증했다가 이후 40여 년의 비교적 소강 상태를 거쳐 1990년대 중반부터 한일간 독도 관련 이슈가 다시 급증되면서 그 이후로는 독도 이슈 건수가 계속해서 상승기류 추세로 나타난다. 특히 2010년 이래로 일본의 독도영유권 도발은 국제 홍보전의 양상으로 나타나고 있어 이에 대한 대비가 요구되는 상황이다. 1990년 이래 한국 언론매체의 독도 기사를 대상으로 빅데이터(빅카인즈) 트렌드분석 결과에 따르면, 독도 기사가 가장 많이 나타난 세 시기는 2012년 8월의 ‘이명박 대통령 독도 방문’, 2008년 7월의 ‘일본 문부과학성 학습지도요령 해설서의 독도 명기 강행’, 그리고 2005년 3월의 ‘일본 시마네 현의 다케시마의 날 조례 제정’ 등으로 파악되었다. 시기별로는 1950년대의 평화선 선포, 1960년대의 한일협정, 1970년대의 한일대륙붕협정(제7광구), 1980년대의 유엔해양법협약 체결, 1990년대의 유엔해양법협약 발효와 200해리 배타적경제수역(EEZ)의 독도 기점 여부, 2000년대 일본 시마네현의 다케시마의 날 조례 제정 및 2010년대의 국제홍보전 본격화 등이 한일 간 독도 이슈의 추이에 미치는 역학관계를 분석해 보았다. 한편 본고에서는 이슈별 개관을 통해 연례적으로 반복 되풀이되는 일본 방위백서, 일본 외교청서, 일본 교과서 등의 독도 기술 추이를 비교해 보면서 도발의 수위가 계속 증가되어 왔음을 도출하였다. 특히 일본 방위백서의 독도 기술 추이를 국제정치적 및 안보적 측면에서 미일방위협력지침 개정과의 시기적 연관성 여부를 분석해 보았다.

영문 초록

Sovereignty over Dokdo may be viewed through different analytical lenses. It may be assessed historically through the study of ancient maps, records, and documents. It may be viewed as solely a legal issue determined through analysis of international and maritime law. This paper explores some new patterns concerning Dokdo Issue between Korea and Japan, in terms of international politics, focusing on Korea-Japan relations since 1950s. In recent years, Japan has been seriously escalating the level of triggering behavior in challenging the sovereignty over Dokdo, as a Korean territory, which is called “Takeshima” in Japan. The frequency of the Dokdo Issue soared in the early 1950s, and after 40 years of lull, began to rise dramatically again from the mid-1990s. Since then, the frequency of the Dokdo issue has been constantly increasing. Japan s Ministry of Education, Culture, Sports, Science and Technology included Dokdo in the country s territory in its guidelines on the educational curriculum for middle schools in July 2008, and for high schools in December 2009. The Japanese government issued repeatedly its annual Defense White Paper by Japanese Defense Ministry as well as Diplomatic Bluebook by Japanese Foreign Affairs Ministry, claiming Dokdo as the country s “inherent territory.” This paper also tried to analyze the reason why Japan s Defense White Paper raised the Dokdo issue in 1978 for the first time, and then why it raised the Dokdo issue in 1997 again after an interval of 19 years, by noting that the Guidelines for US–Japan Defense Cooperation were signed in 1978 for the first time and then amended in 1997. This study suggests that it will be necessary to conduct an analysis of the probability that the government of a country, that is, Japan, for example, when faced with a drop in public approval or domestic unease, might attempt to provoke another country. This paper strongly recommends that the aggressors or colonizers in history should recognize the original territorial sovereignty of de-colonized or despoiled nations, and Japan should stop claiming the sovereignty over Dokdo, as a Korean Island.
