학교회계제도에 대한 신임교사들의 인식 분석

국문 초록

새로운 학교회계제도는 단위학교 구성원들이 예산편성과정에서부터 결산에 이르기까지 학교회계 운영 전 과정에 참여함으로써 학교 실정에 맞는 예산을 편성하고 집행해 나갈 때 그 효과가 극대화될 수 있다. 신임교사들의 경우, 교직 초기경험이 교직생활 전반을 좌우할 수 있다는 측면에서 볼 때, 단위학교 구성원들의 참여를 강조하는 학교회계제도 운영에 있어 이들이 어느 정도로 참여하고 있는지에 따라 향후 학교회계제도 운영과정에의 참여가 영향을 받게 될 것이다. 본 연구는 학교회계제도 운영 과정에서 신임교사들의 인식 수준을 분석하기 위하여 수행되었다. 이를 위해 학교회계제도의 구체적 내용, 학교회계제도 운영과정의 개방성, 학교회계제도 운영 과정의 합리성의 세 영역에 대해 160여명의 초·중등 신임교사를 대상으로 설문조사를 실시하여 통계 처리하였다. 분석결과, 학교회계제도에 대한 전반적인 인식 수준은 낮은 것으로 나타났는데, 특히 학교회계제도의 구체적인 내용에 대한 인식이 매우 낮았다. 이에 비해 상대적으로 학교회계 운영 과정의 개방성과 합리성에 대해서는 높게 인식하고 있었지만 인식 수준은 높은 편은 아니었다. 학교회계가 성공적으로 정착되기 위해서는 학교회계 운영 과정에 신임교사들의 적극적 참여 유도 및 이들을 대상으로 한 연수기회 및 학교회계 의사소통 기회 확대, 학교운영위원회의 적극적인 역할 제고 등 단위학교 차원의 지원 노력이 필요하다.

영문 초록

The new school-site budgeting can be maximized its effect when proceeding with executing after drawing up budget in line with the real situation of a school, by which the unit-school members participate in the whole process of operating the school accounts from the budgeting process up to settlement. In order to analyze new teachers cognition on the school-site budgeting, and the actual condition of the participation level in light of the process of operation, this study carried out questionnaire research targeting teachers in terms of three spheres such as cognition on the specific contents of operating school-site budgeting, cognition on a openness of operating school-site budgeting, and rational of the process of operating school-site budgeting. As a result of analysis, the cognition on the specific contents of operating school-site budgeting was indicated to be low. On the other hand, the openness and rational of operating school-site budgeting was indicated to be relatively high. In order that the school accounting can be settled successfully, there is necessity of efforts for support in the unit-school dimension such as inducing members participation in the process of operating school-site budgeting, reinforcing a role of school council, and expanding an opportunity of training targeting new teachers and an opportunity of communication related to school accounting.
