신라 마립간기의 지방 통제와 上守吏의 기원

국문 초록

마립간시기 신라 중앙은 현지 유력자의 지배 질서를 용인하여 주변 지역을 간접적으로 지배하였다. 이 글은 현지 유력자의 上京을 주목하여 지방관이 파견하기 이전부터 신라가 주변 지역에 대한 중앙 행정력을 강화해나갔음을 설명하였다. 신라는 上守吏 제도를 통해 지방 유력자를 상경하게 하여 새로 정복한 영토를 관리하였다. 신라 중앙이 현지 유력자를 왕경에 소환·체류하게 하는 관행은 마립간시기부터 이루어졌을 것이다. 부정기적 사례이지만, 마립간의 장송의례와 같은 국가 의례에 왕경 지배층과 함께 지방 유력자도 참석하였을 것이다. 의례 참여자 중 일부는 前王으로부터 하사받은 服飾品을 공헌하여 마립간의 죽음을 애도하고 충성심을 표현하기도 하였을 것으로 이해하였다. 마립간시기, 중앙 정부는 현지 유력자들로부터 현지 사정을 상시로 보고 받았으며, 이들에게 지시를 내리는 메커니즘이 있었다. 이를 통해 신라 중앙은 주변 지역의 사정을 구체적으로 파악하였을 것이다.

영문 초록

During the Maripgan period, central Silla government is believed to have indirectly controlled the surrounding areas by tolerating the ruling order established by locally influential people. This study showed that, by requiring locally influential people to come to the capital, the central government strengthened its central administrative power over its territory before officials could be dispatched to them. Silla managed newly conquered territories by summoning locally influential people to the capital under the Sangsuri(上守吏) system. Thus, this practice of summoning locally influential people to the capital may have begun in the Maripgan period. It is assumed that not only the Silla ruling class but also the locally influential people attended irregular national ceremonies such as Maripgan’s funeral rites. Some of the participants in the rite would have mourned Maripgan’s death and expressed loyalty by offering clothes and accessories that previous kings had bestowed on them as tribute. During the Maripgan period, central government had a governing mechanism under which they received regular reports from locally influential people and gave them instructions. This mechanism enabled the central government to understand the circumstances of the areas.
