국문 초록

이 글은 올해(2021) 2월부터 군부 쿠데타에 맞서 싸워 온 미얀마의 민주화 운동의 현재적 과제를 살펴보면서, 특히 중요한 목소리를 내고 있는 Z세대 , 여성 , 소수민족 커뮤니티 에 주목한다. 이를 통해 이번 미얀마의 민주화 운동이 군부가 과도정부 와 선거 를 카드로 내건 형식적 제도 차원의 민주주의 나 1988년 이후 오히려 강화된 폐쇄적 종교나 인종주의에 갇혀 한계가 뚜렷했던 지난 10년의 과도기 민주주의 와 차별화되는 지점을 보여준다. 이러한 관점은 군부가 과도정부 를 선언하며 지하임시정부인 국민통합정부 와 유엔에서 정통성 싸움을 벌일 예정인 현재, 그 의미가 더욱 부각될 필요가 있다. 특히 최근 미얀마 운동의 목표가 반쿠데타에 머물지 않고 반군부로 발전하면서, 근본적으로 기존 체제에 대한 비판과 새로운 정치체로의 전환을 꽤하고 있음은 주목을 요한다. 그러한 변화의 예로 Z세대 의 등장은 핵심적이다. 2월 6일의 역사적 시위를 주도하기도 한 이들은 미얀마의 소수민족인 로힝야 학살을 비판하면서 현재의 민주화운동의 성격을 변화시키고 있다. 또한 Z세대 라는 말은 특정 연령이나 인종을 지칭하지 않으며 인종주의와 성차별주의 및 권위주의를 비판하는 정신을 지닌 다양한 정체성으로 구성되어 있다. 특히 봉제공장 노동자, 소수인종인 카렌족 여성들과 같은 여성들의 활약이 두드러진다. 이러한 새로운 민주화의 흐름은 쇼셜 미디어를 통해 전개된 #Black4Rohingya 캠페인, 로힝야 제노사이드 4주년을 추모하는 전지구적 차원에 다양한 모임, 내전 지역 카렌주의 카렌여성기구(Karen Women s Organization, KWO)의 성명 등을 들 수 있다. 특히, 소수민족여성들은 오래 전부터 내전 하 전시성폭력에 대한 활동을 전개하면서, 아웅산수치와 주류 미얀마 사회가 로힝야 학살을 함구했던 시기부터, 최초로 정부군의 로힝야 학살을 공개비판한 단체이기도 하다. 그들은 수십년 동안 소수민족 여성들이 내전 하에서 경험한 전시성폭력에 대해 문제제기를 해왔고 이러한 문제의식 속에서 로힝야 (여성)에 대한 공감과 연대를 표시하고 있는 것이다. 청년 세대의 로힝야 제노사이드에 대한 뼈저린 각성, 주류이념이었던 불교 민족주의의 약화, 저명한 로힝야 활동가들의 포용력있는 행보 속에서 미얀마 민주화운동은 민중사를 새롭게 쓰는 과정 속에 있다. 이처럼 여성, 노동자, 소수민족, 청년 세대가 출발선에 섰던 미얀마의 봄의 혁명은, 각 행위체들 사이의 교차적 연결을 발견하면서, 그 어떤 소수자도 배반하지 않는 진정한 민주주의를 건설하기 위해 분투하고 있다.

영문 초록

The work I present in this issue of the 『THE DONG BANG HAK CHI(동방학지)』 is to look into a critical development of Myanmar s struggle against the country powerful military, that has staged yet another coup in the wee hours of the morning on Feb.1 this year. To begin with, I highlighted who did breaking the first bold move igniting a mass protest. Because, from then on, a protest has been quickly turned as a nationwide uprising - now in a revolutionary form after more than seven months. It should be noted that people who braved the initiative bear some eye-catching characters. Those are : Generation G , Women and Ethnic minorities . The characters imply an important set of messages. The unfolding situation in Myanmar - called Spring Revolution - isn t just about reclaiming electoral process and the result to be respected. The message is more about upsetting regressive social and political orders to make truly democratic change happen. Such change would relinquish the existing democratic system, under which racism and religious extremism (read Buddhist nationalism in Myanmar context) have been embraced by elements of mainstream democratic forces, notably the 88 uprising generation as well as National League for Democracy led by Aung San Suu Kyi. The charaters became even more significant particularly when the military council or SAC, which rebranded themselves caretaker government on August 1, and the democratically-mandated National Unity Government (or NUG), which generally tagged with shadow government , are now involved in a die-hard competition to gain legitimacy - first stage has just begun at the UN General Assembly starting from September 14. One may revisit slogans chanted at the early stage of the protests. They were based on against the coup , thus stop the coup (or reverse the coup ) or respect the result of the 2020 s election , otherwise free our leaders . However, as time went by, anti-coup isn t enough to elaborate developing story. What has become clearer is that people fight against not just Feb.1 coup event. They are fighting against the decades-old oppressive military establishement as a whole. That is to say people in Myanmar, at least significant part out of whole constituencies, are actively pursuing New Myanmar without Tatmadaw, local name for the military. Further, their bloody revolution , as they hope, would bring about fundamental change toward truly democratic society getting the old guard demised. One of the outstanding examples of that change is an emergence of Generation Z (or Gen Z ). For example, the two female activists who led a historical protest on Feb. 6, along with some five thousands participated in a protest against the military coup, can be catagorized into Gen Z . Since the Feb.6, mass movement has become a daily scene for some time, then evolved into a nation-wide uprising. The Gen Zs are also the ones who raised their voice on the issue of Rohingya Genocide, while almost everyone else in democratic circles keep silent. This had made the country s democracy movement very dark and grim. The words Gen Z would command symbolic lines, withno necessity of sticking to one s physical age. The words do not reveal any particular race or ethnic, or sexual orientation. The vagueness could be rather inclusive in principle. It is effectively denouncing racism, sexism or any kind of sectarianism as well as authoritarianism. Among Gen Zs at protest sites were young female garment factory workers. Also ethnic Karen women can be Gen Z . They all are just Gen Z . Race, sex or sect are not required to be revealed. This new trend of evolution - while holding independece from the old democratic guard- has been witnessed in a couple of recent events. One was a global campaign called #Black4Rohingya last June, for example.
