전후복구 이후(1957∼1958)중소기업개발계획의 운영과 성격

국문 초록

‘중소기업개발계획’은 한국의 ‘중소규모 제조가공업’에 대한 국제협조처의 계획원조 사업으로, 1950년대 한국의 제조업 대부분이 중소규모 형태의 기업체들이었음을 감안하면, 해당 원조 프로그램의 한국의 제조업 발전에 큰 영향을 주었다. 그럼에도 그간 학계에서는 중소기업개발계획에 대한 본격적인 연구가 거의 시도되지 못하였다. 이에 본고에서는 전후복구 이후(1957~1958회계연도)의 중소기업개발계획의 세부 전개 과정과 성격에 대해 분석하였다. 전후복구가 일정 부분 진행된 시점인 1956~1957년도를 기점으로, 미국의 대한경제원조정책 변화 논의와 회계감사가 진행되었다. 이는 중소기업개발계획에 대한 개선된 규정과 운영 방식이 적용되는 배경이 되었다. 이러한 1957회계연도 이후의 중소기업개발계획은 기존의 계획을 보완하거나 확장하는 사업들에 원조자금이 추가로 배정되기도 하였으며, 기존 시기에 비하면 상대적으로 합리적인 계획의 수립과 운영 방식에 따라 운영되었다. 전후복구 이후의 중소기업개발계획은 수입대체를 기본 목적으로 하였으나, 수출 가능성 역시 고려하여 운영되었다. 전후복구 이후의 사회적 필요와 분위기가 반영된 사업에 원조자금이 배정되기도 하였다. 특히 1958회계연도의 중소기업개발계획은 이전 4개 연도 사업들에 비해 선정에서부터 관리까지 기존의 단점이 보완되었기에, 수혜기업들이 1960년대에 이르러 해외 수출 등의 성과를 내기도 하였다.

영문 초록

The ‘Industrial Projects(中小企業開發計劃)’ is a planning aid project by the International Cooperation Agency for Korea’s ‘Small and Medium Manufacturing and Processing Industry’. Considering that most of Korea’s manufacturing industries were small and medium-sized companies in the 1950s. Nevertheless, there have been few full-scale studies on Industrial Projects in academia. Therefore, this paper analyzed the detailed development process and nature of the Industrial Projects after the post-war recovery(1957-58 fiscal year). From 1956 to 57, when the post-war recovery was partially carried out, discussions on changes in the U.S. economic aid policy and accounting audits were conducted. This served as the background for the application of improved regulations and operating methods for Industrial Projects. The Industrial Projects after the fiscal year 1957 was additionally allocated aid funds to projects that supplement or expand the existing plan, and was operated according to a relatively reasonable plan establishment and operation method compared to the previous period. The Industrial Projects after post-war restoration was aimed at replacing imports, but it was also operated in consideration of export possibilities. Aid funds were also allocated to projects that reflected social needs and atmosphere after post-war restoration. In particular, the Industrial Projects in fiscal 1958 supplemented the existing shortcomings from selection to management compared to the previous four-year projects, so beneficiary companies achieved results such as overseas exports in the 1960s.
