러일개전의 길목에서 ≪한성신보≫의 역할

국문 초록

≪한성신보≫는 조선을 사이에 두고 일본과 러시아가 서로 경쟁하는 가운데 조선 내 일본의 입지를 강화하기 위해 일본 정부의 지원을 받아 창간된 신문이다. 관변언론의 성격을 띄고 출발한 만큼 정부와 상호 조응하면서 자국에 유리한 여론을 형성하는 역할을 하였다. 일본이 러시아의 만주 점령을 적극적으로 견제하자 ≪한성신보≫는 러시아가 만주 일대를 영구적으로 점령할 수도 있다는 두려움과 위기감을 내외에 확산시키는 보도를 하였다. 러시아가 만주 철병 계획을 철회하고 남하정책으로 선회하자 일본은 강력하게 열강 간의 세력균형론을 주지시켰다. 대한제국의 중립화 논의에 대해서도 한국의 문화적 수준이 비루하고, 만주를 장악하기 위한 러시아의 책략이 바탕에 있다고 보고 반대하였다. ≪한성신보≫는 자강의 노력 없이 외교술에만 의지하려 든다면 외세의 침략을 받게 될 것이라며 일본 정부의 입장을 옹호하였다. 러시아가 압록강 연안에 군사를 더욱 증파하자 일본은 열강을 끌어들여 의주와 용암포를 개방시킴으로써 러시아의 선제적 독점을 막으려 하였다. ≪한성신보≫는 일본의 만주 이권 배제에 따른 위기의식을 열강이 다함께 우려하는 국제문제로 치환시켜 나갔다. 만주 일대 러시아군과 마적단의 충돌에 따른 위기를 보도하여 열강의 관심을 유도하고, 구체적인 대응을 하지 못하는 대한제국의 무능론을 유포하였다. 이로써 일본의 개입 필요성을 확대하고 정당성을 확보하고자 하였다. 한러 간 용암포 조차 협정에 대해 일본 정부가 협정 파기를 강요하자 ≪한성신보≫는 대한제국의 독립과 주권이 위협받을지도 모른다는 위기의식을 한층 조장해 나갔다. 러일개전이 임박한 사실도 알리면서 일본은 한국의 독립을 지원하고, 동양평화를 위해 솔선수범하는 국가임을 부각시켰다. 러일개전의 길에서 ≪한성신보≫는 일본 정부와 조응하며 정책을 담아내고, 여론을 주도하며, 러일의 중간에 서 있는 대한제국 내외에 일정한 영향을 미치는 역할을 하였다.

영문 초록

Hansung Shinbo is a newspaper launched with the support of the Japanese government to strengthen Japan’s position in Joseon amidst the rivalry between Japan and Russia over Joseon. As it started out as a government press, it played a role in forming public opinion favorable to Japan by cooperating with the government. As Japan actively checked Russia’s occupation of Manchuria, the Hansung Shinbo reported the fear and sense of crisis that Russia could occupy Manchuria permanently which spread inside and outside the country. When Russia withdrew its plan to withdraw from Manchuria and turned to a policy of moving south, Japan strongly publicized the theory of the balance of power between the world powers. As for the discussion on the neutralization of the Korean Empire, they opposed it, seeing that Korea’s cultural level was inferior and that Russia’s tactics to take over Manchuria were the basis. Hansung Shinbo defended the position of the Japanese government, saying that if we tried to rely only on diplomacy without self-reliance, we would be invaded by foreign powers. As Russia increased its military presence along the Amnokgang (River), Japan tried to prevent Russia’s preemptive monopoly by attracting world powers and opening up Uiju and Yongampo. Hansung Shinbo has replaced the sense of crisis caused by Japan’s exclusion from the interest of Manchuria into an international issue that all world powers are concerned about. By reporting on the crisis resulting from the clash between the Russian army and the demon gangs in Manchuria, they aroused the interest of the world powers and spread the theory of the incompetence of the Korean Empire that could not take concrete measures. In this way, they tried to expand the scope for intervention and secure legitimacy by Japan. When the Japanese government forced to cancel the lease agreement of Yongampo between Korea and Russia, the Hansung Shinbo further promoted a sense of crisis that the independence and sovereignty of the Korean Empire might be threatened. While also announcing that the Russo-Japanese War was imminent, Japan emphasized that Japan was a country that supported Korea’s independence and took the lead for peace in the East. The role of Hansung Shinbo in the path of the Russo-Japanese war was to publish policies in accordance with the Japanese government, to lead public opinion, and to have a certain influence inside and outside the Korean Empire standing in the middle of Russia and Japan.
