국문 초록

이 연구는 학교형태의 장애인 평생교육시설 운영의 현황조사를 통해 시설, 인력, 교육 측면에서 나타나는 현황을 살펴봄으로써 효율적 운영을 위한 지원 방안을 탐색하고자 하였다. 이를 위해 설문조사와 FGI를 실시하였고 설문조사는 2020년 3월(현재) 전국 시·도 교육청에 등록된 장애인 평생교육시설 53곳을 대상으로 분석하였다. FGI는 지역을 3개 권역으로 나누어 시설운영자, 실무자, 교·강사 5명씩 선정하여 진행하였다. 또한 FGI 참여가 어려운 시설을 중심으로 권역별 3개소씩 총 9곳을 선정하여 심층면담을 실시하였다. 설문조사와 FGI 및 심층면담 내용을 분석한 결과는 다음과 같다. 첫째, 시설운영 측면에서는, 운영예산의 절대적 부족 현상과 지역별 다른 예산지원체계가 이루어지고 있는 것으로 나타났으며, 이에 따라 운영지원에 대한 기준마련과 필수 지원 영역의 현실적 지원이 필요한 것으로 나타났다. 둘째, 인력운영 측면에서는 필수 상근인력에 관한 규정 및 인건비 체계의 통일적 기준마련이 시급한 것으로 나타났다. 셋째, 교육운영 측면에서는, 기본 필수학습 기자재에 대한 우선지원과 자산처리 규정에 대한 보완이 필요하며 교육 제공인력 배치 기준마련이 필요한 것으로 나타났다. 결론적으로 학교형태의 평생교육시설은 효율적 운영을 위해 시설측면에서는 예산지원의 심각한 부족을 보완할 방안의 강구와 인력 측면에서는 처우개선과 급여체계의 통일화 등이 보완되어야 하며 교육운영 측면에서는 질 높은 교육 운영을 위해 교육 제공인력에 대한 배치 기준과 통일된 평생교육 프로그램 개발 및 학습의 질적 담보를 위한 설비가 필요함을 알 수 있었다.

영문 초록

This study intends to explore support measures for efficient operation by examining the current status of facilities, manpower, and education in terms of facilities, personnel, and education through a current status survey of school-type lifelong education facilities for the disabled. To this end, a survey and FGI were conducted. The survey was analyzed targeting 53 lifelong education facilities for the disabled registered with metropolitan/provincial offices of education in March 2020 (currently). The FGI was conducted by dividing the region into three and selecting five facility operators, practitioners, and teachers/instructors each. In addition, in-depth interviews were conducted by selecting a total of nine sites, three by region, centering on facilities that were difficult to participate in FGI. The results of analysis of the survey, FGI and in-depth interview are as follows: First, in terms of facility operation, it was found that there was an absolute shortage of operating budget and different budget support systems were being implemented by region. Second, in terms of manpower management, it was found that it was urgent to prepare a standard for payment, regulations for essential full-time manpower, and a unified standard for the labor cost system. Third, in terms of educational operation, it was found that priority support for basic essential learning equipment and supplementation of asset handling regulations were necessary, support for the development of lifelong education programs necessary for classes, and provision of training personnel standards are necessary.
