｢公文式｣에서의 ‘國文使用’ 宣布 背景

국문 초록

본고는 ｢公文式｣에서의 ‘국문사용’ 선포가 2천년 이상 지속해온 한문시대를 청산하고 한글시대로 진입함을 알리는 상징적 사건으로 판단하였다. 그래서 이와 관련하여 아직까지 유의하지 못하였던 몇 가지 문제, 특히 이 시대에 이와 같이 획기적인 선포가 가능할 수 있었던 배경적 요인이 무엇이었는지를 국제적인 측면과 국내적인 측면으로 나누어 검증해보고자 하였다. 먼저 국제적인 측면에서는 중국의 문자개혁운동과 일본의 국자개량운동을 주목할 만하였다. 그런데 중국의 문자개혁운동은 ｢公文式｣이 선포되고 난 이후 본격화되어 사실상 직접적 배경이 되기 어려웠다. 다만 이전부터 축적해온 서양 정보를 통해 조선 개화파의 성장과 활동을 추동함으로써 ｢公文式｣ 선포에 간접적인 배경이 되었다고는 할 만하였다. 일본은 중국과 달리 18세기에 이미 한자폐지론이 등장하였고, 明治維新 전후에는 한자를 대신할 수 있는 대안을 마련하자는 논의가 대단히 치열하였다. 그리고 바로 이즈음 조선에서 여러 차례 수신사를 파견하고, 대규모 유학생을 보냈으며, 이들이 돌아와 ｢공문식｣선포에 일익을 담당하였다. 그래서 일본의 국자개량운동은 조선의 ｢공문식｣발표에 직접적이고 중요한 배경으로 작용하였다. 국내적 배경으로는 먼저 언해 시가 일기 산문 문서 등 여러 분야에서 한글사용이 꾸준히 확대되었던 점을 들 수 있었다. 그리고 이와 함께 한글과 우리말 어휘에 대한 연구도 부단히 지속되었는데, 이런 과정에 자연스럽게 한글의 장점을 이해하고 그 가치를 재평가하는 견해가 등장하였으며, 이런 견해가 축적되면서 마침내 한문을 대체할 수 있는 대안으로 인정하기에 이르렀다. 이와 더불어 국내에서 활동한 서양인들이 제각각의 목적에 따라 한글을 학습하면서 필요한 敎材를 편찬하고 유용한 文獻을 번역하며 참고할 辭典을 간행하는 등 한글과 관련된 다양한 활동을 전개한 것도 우리 스스로 한글의 가치를 되돌아보도록 자극한 중요한 요인 중이 하나였다. 그리고 ｢公文式｣에서의 ‘국문사용’ 선포가 이두를 활용한 기왕의 공문서를 일차적 대상으로 삼았다는 점을 고려할 때, 이두의 정리 또한 ‘국문사용’의 기반을 닦는 역할을 한 것으로 볼만하였다.

영문 초록

This study determined that the declaration of ‘use of Korean’ in the ｢official document form｣ was a symbolic event that signaled the end of the Chinese character era that had lasted for more than 2,000 years and the entry into the Hangeul (Korean writing system) era. Thus, this paper sought to examine some issues to which due attention has yet not been paid, especially, what were the background factors that made such an innovative declaration possible in this era by dividing them into international and domestic aspects. From an international perspective, China s character reform movement and Japan s national character improvement movement were notable. However, the character reform movement in China started in earnest after the proclamation of “official document form”, so it was difficult to see the movement as a direct background in reality. However, the Western information accumulated in China is deemed to have indirectly served as the background for the declaration of the “official document form” by stimulating the activities of the Joseon enlightenment group. In Japan, unlike China, the theory of abolition of Chinese characters had already appeared in the 18th century, and before and after the Meiji Restoration, there was a fierce debate about the preparation of alternatives to Chinese characters. And at this time, Joseon dispatched emissaries several times to Japan and sent a large number of international students, who returned and played a certain role in promulgating the “official document form”. Thus, Japan s national character improvement movement became the most important background. The domestic background is that the use of Hangeul steadily expanded in various fields and, and also studies on Hangeul and Korean vocabulary continued. In this process, a view naturally emerged to understand the merits of Hangeul and re-evaluate its value. As these views accumulated, Korean characters finally came to be recognized as an alternative to Chinese characters. The various activities related to Hangeul by Westerners who were active in Korea were also one of the factors that stimulated Koreans to look back on the value of Hangeul, and the arrangement of Idu also played an important role in laying the foundation for ‘using Korean characters’ in advance.
