국문 초록

본 연구는 프랑스와 독일간 영토 갈등이 해소될 수 있었던 중요한 요인을초국경 협력사업을 통한 접경지역의 상호작용으로 보고 있다. 국가간 상호의존도 증가로 인한 메트로폴리탄(metropolitan) 공간 조직 재편과 ‘월경적 또는초국경적 지역(cross-border or trans-border regions)’의 등장은 새로운 현상으로주목받고 있다. 프랑스와 독일뿐 아니라 스위스를 포함하여 공존이 가능한접경지역으로서의 새로운 라인 상류지역(Upper Rhine Region)이란 공간적 단위가 생성될 수 있었던 요인도 이와같은 흐름속에서 설명될 수 있다. 라인강 상류지역에 해당하는 프랑스의 알자스, 독일의 바덴, 스위스의 바젤 지방을 중심으로 이루어지는 협력적 교류의 장이 구축될 수 있었던 요인은 접경지역간교류 활성화를 주축으로 한 오늘날 메트로폴리탄 지역(Metropolitan Region)이라 불리는 구상에 의해 가능했다. 2차 세계대전 이후 라인강 상류지역에서점진적으로 진행된 3국간의 교류 활성화는 마침내 2008년 1월, 라인강 상류 3 국 메트로폴리탄 지역(Upper Rhine Trinational Metropolitan Region)을 구축하기에 이르며 이는 이 지역에 지속적 평화 유지를 위한 공고한 기반이 되고 있다. 라인강 상류지역의 초국경적 상호협력 발달 요인으로 국가하부의 지방

영문 초록

This study examines the interaction of the border region through the transnational cooperation projects, as it is an important point where the territorial conflict between France and Germany were solved. The emergence of metropolitan region and cross-border or trans-border regions due to increasing interdependence between countries is attracting attention as a new phenomenon. The factors that could have created the spatial unit, the new Upper Rhine Region, as a border region where coexistence, including France, Germany, and Switzerland could be observed, can also be explained in this flow. The establishment of cooperative exchanges centered on Alsace in France, Baden in Germany, and Basel in Switzerland, located in the upper part of the Rhine, was mainly possible by the idea of promoting exchange in the border areas, which is now called the Metropolitan Region. Initially, the establishment of the metropolitan area in the upper Rhine was not the driving force for cooperation between the three countries. The concept of the metropolitan area itself has emerged only afterwards in the late 1990s. However, this research shows that after the Second World War, the gradual activation of the exchange between the three countries in the upper part of the Rhine River finally led to the establishment of the Upper Rhine Trinational Metropolitan Region in January 2008, This paper focuses on the fact that multilevel cooperation of the subnational local level, intergovernmental level and the EU level, together with the strong institutionalization intention are important factors of transnational cooperation development in the upper part of the Rhine.
