Slovenia’s road to the EU and its implication

국문 초록

본 논문은 슬로베니아의 EU 통합과정을 살펴봄으로써 슬로베니아와 동유럽 EU가입 후보국에 대한 시사점을 도출하는 것을 목적으로 한다. 슬로베니아는 소비에트 방식의 사회주의를 지양하고 자주적 의사결정을 기반으로 하는 독자적인 사회민주주의를 도입하였고, 서유럽국가와의 높은 무역비중을 유지하며 경제개혁을 추진함으로써 EU 가입을 위한 정치경제적 요건을 쉽게 충족할 수 있었다. 그러나 협상 진행과정에서 유럽연합 집행기관은 EU 법률체계의 슬로베니아 법체계 적용 지연, 복잡한 의회승인 절차, 사회전반의 구조적 제도개혁 등을 지적하였다. 특히 저조한 민영화 속도, 낮은 수준의 민간산업영역의 자금중개 역할 등은 협상의 장애요인으로 작용하였다. EU 내 자주권 확보를 위해 집단행동을 했던 비제그라드 국가들과 달리 슬로베니아는 신속한 유로존 가입 등을 통해 EU에서의 유리한 정치적 입지를 확보하고 안정적 경제성장 기반을 마련할 수 있었으며, EU도 슬로베니아의 회원국 가입을 통해 동유럽에서 EU의 위상을 제고하고 안보적 입지를 선점할 수 있었다. 그러나, 유로존 가입을 통해 경제적 주권을 상실하고 우수한 노동력을 잃을 수 있다는 우려를 낳았다. 소규모 경제국가의 경우 양질의 노동력 확보를 위한 교육투자 비중 확대, 고부가 가치 산업 육성, 외부 경제충격에 대비한 금융안정시스템 구축을 병행하면서 EU 가입을 추진할 필요가 있다.

영문 초록

The purpose of this paper is to explore implications for Slovenia and EU candidate countries in Eastern Europe by examining Slovenia’s process of EU integration. Slovenia has adopted an independent social democracy based on autonomous decision-making, abandoned Soviet-style socialism based on centralized decision-making, maintained its high trade share with Western European countries, promoted economic reform, It was easy to meet the political and economic requirements for EU accession criteria. However, in the course of the negotiations, the EU commission pointed out the delays in the application of the EU legal system to the Slovenian legal system, the complex process of parliamentary approval, and the structural reform of society as a whole. Particularly poor privatization rate and low level of private sector intermediary role played an obstacle to negotiation. Unlike the Visegrad group, which were in a similar situation but have acted collectively in order to secure sovereignty within the EU, Slovenia was able to secure a favorable political position in the EU and to establish a stable economic growth base through rapid Eurozone accession. However, concerns over the possibility of losing economic sovereignty and losing a good workforce through joining the Eurozone have been raised. In the case of small economies such as Slovenia, it is necessary to pursue EU accession while simultaneously expanding the proportion of education investment to secure a high quality workforce, fostering high value-added industries, and building a financial stabilization system against external economic shocks.
