국문 초록

올해는 ‘로마조약’이 체결(1957년)된지 60주년이 되는 해이다. 지난 유럽통합의 역사를 회고해 볼 때, 가장 중요한 성과 중 하나는 유럽에서 오랜 역사적 갈등과 분쟁이 극복되고 마침내 평화가 정착되었다는 사실이다. 예나, 워털루, 베르？？, 노르망디와 같은 유럽의 유명했던 전장들이 평화와 공존을 상징하는 도시 및 브뤼셀의 회의장으로 바뀌었다는 점만 보아도 유럽현대사에서 유럽통합이 갖는 의미는 매우 크다. 역사적 분쟁과 갈등이 가장 치열했지만 드라마틱한 반전을 통해 지난 반세기 유럽통합을 주도해왔던 두 국가가 프랑스와 독일이다. 19세기 이래 프랑스와 독일은 주도권 경쟁과 전쟁으로 각인된 유럽의 대표적인 숙적관계에 놓여 있었다. 그러나 20세기 중반 이후 두 국가는 오랜 갈등관계를 청산하고 긴밀한 협력과 공존의 길을 모색하면서 유럽통합 발전의 중요한 ‘기축’ 또는 ‘견인차’ 역할을 하여왔다. 이처럼 양국이 오랜 역사적 갈등을 극복하고 지역의 평화정착 및 협력을 모색할 수 있었던 주요 동인은 무엇이었을까? 본 연구는 독․불 관계 정상화와 유럽통합의 상관관계를 살펴보는 데 주요 목적이 있다. 종전 이후부터 미테랑 정부에 이르기까지 프랑스의 대 독일 외교정책에 대한 고민과 유럽통합에서의 역할을 구체적으로 살펴보고 프랑스가 추진한 유럽통합 정책의 근본적인 추진 동인을 규명하고자 한다. 이를 통해, 오랫동안 숙적관계로 점철되어 왔던 양국을 화해와 협력의 새로운 관계정립으로 이끈 ‘협력동인’을 구체적으로 규명하고자 한다.

영문 초록

This year marks the 60th anniversary of the ‘Treaty of Rome(1957).’ In retrospect on the history of European integration, one of the most important achievements is the fact that Europe has prevailed the historical conflicts and disputes and has finally settled the peace. Europe s famous places for war, such as Jena, Waterloo, Verdun and Normandy have been transformed into the symbolic place for peace. In this light of the achievements, we can fully estimate that European Integration is very significant in the contemporary european history. In fact, France and Germany had dominated by the regional rivalry and war for hegemony in Europe since the 19the century. But, despite the intense conflict and long war, France and Germany have led the regional cooperation and European Integration after WWⅡ. Since the middle of the 20th century, the two nations have created the relations of cooperation and played a crucial role in the development of the European Union. So, what was the main driver of overcoming the long history of conflict and finding peace and cooperation in the region? This study examines the correlation between the normalization of diplomatic relations of two nations and European integration. From the end of the WWⅡ to the Mitterrand Government, we will investigate France s diplomatic policy confronted in the German Question and the french role for the European Unification. Through this way, we can estimate the essential cooperative driver of France for the European Unification.
