유럽 직업 교육 훈련 학점 이전제도(ECVET) 발전과 발전 제고 요인에 관한 소고

국문 초록

유럽연합은 직업교육훈련(Vocational Education and Training)분야에서 현재 코펜하겐 프로세스를 이행하며 역내 근로자 또는 학습자들의 국가 간 이동성 증진 향상을 도모하고 있다. 유럽연합 회원국들은 이 목표 달성을 위해 VET 분야 학점이전제도인 유럽 직업교육훈련 학점 이전제(European Credit System for VET)를 이행하거나 그 이행 관련 준비 작업들을 추진하는 중이다. 본 연구는 이 ECVET의 법적 근거, 이행 관련 정책도구들의 기능과 연계구도, 회원국들의 ECVET이행과 이행 준비 현황을 분석, 논의해보고 발전 제고요인들을 제안하여 차후 ECVET의 발전 방향을 제시하는 데 그 목적을 둔다. 회원국 간 이동 국가 편중 선호 가능성, 견습 시스템 기반과 학교 시스템 기반 회원국 간 학점 호환 기준 설정 마련에 대한 어려움, 약한 ECVET 법적 기반, 국가 학점 이전 제도(National Credit Transfer System)의 소수 국가 내 운용이라는 현 상황은 ECVET의 효과적인 이행과 그 발전을 위해 조속히 개선되어야 할 점들로 여겨진다. 이러한 개선점들에 대한 접근으로는 ECVET 기관 수준과 학습자 또는 근로자들 자격 기준 간의 횡적 기준 마련, 견습 시스템 기반과 학교 시스템 기반 국가들 간 학점 호환 검증 강화, ECVET의 강화된 법적 기반, 회원국들의 국가 학점 이전 제도 시스템의 조속한 개발과 운영 정립 등이 논의될 수 있을 것으로 보인다.

영문 초록

The European Union is making its efforts to enhance mobility of learners and workers among its member states in Vocational Education and Training following up the Copenhagen Process. The Member States of the EU are either implementing the ECVET, the european credit transfer system in the EUVET, or doing preparations for the implementation to achieve the goal. The paper is purposed to present the way forward for the development of the ECVET by analyzing and discussing its legal basis, functions and the linkage of the implementation related tools, the developments by Member State and the developmental considerations. The paper has found that the difficulties in setting criteria for credit compatibility between apprentice-based states and school-based states, weak legal basis of the ECVET, implementation of the NCTS by few, and the possible preferred mobility toward only certain states, are elements to be improved as soon as possible for effective implementation and development of the ECVET. As plausible approaches to the challenges, setting crossed criteria between the level of EUVET institutions and the level of qualifications of learners or workers, strengthening legal basis of the ECVET and validation of criteria compatibility between apprentice-based VET system states and school-based VET system states, and pushing for development of member states’ NCTS can be discussed.
