국문 초록

영국 정부가 2017년 3월 유럽연합에 영국의 탈퇴를 공식 통보함으로써 브렉시트 문제가 현실화 되었다. 이 글은 브렉시트 문제가 이차세계대전 이후 영국 유럽정치의 일관성 속에서 파악될 수 있다는 테제에 입각하여 유럽통합과 관련된 영국의 유럽정치를 분석하는 것을 목표로 삼고 있다. 본론에서는 영국과 유럽통합의 관계가 크게 세 가지 국면으로 나누어서 고찰하였다. 첫 번째 국면에서는 유럽통합 초창기 영국이 기회를 상실함으로써 유럽통합을 영국이 원하는 방향으로 이끌지 못했던 문제를 해명하였다. 두 번째 국면에서는 영국이 유럽공동체 회원국이 되는 험난한 과정을 분석하였다. 그리고 마지막 국면에서는 유럽연합의 회원국이 된 이후 유럽공동체 내부에서 비타협적인 특별한 입장을 고수함으로써 스스로 이방인이 될 수밖에 없었던 영국정부의 유럽정치를 설명하였다. 브렉시트는 영국의 유럽과의 연루의 한계를 보여줌으로써 영국적 정체성과 유럽적 정체성이 조화롭게 공존하기 어렵다는 사실을 보여준 하나의 실례라고 볼 수 있을 것이다.

영문 초록

The Brexit issue has become a reality since the UK government officially notified European Union of the British withdrawal from the European Union in March 2017. Based on the argumentation that Brexit can be seen in the continuity of the UK s European politics after the Second World War, this article aims to analyze European politics of the UK governments. In this article the analysis of the relation between the UK and the European integration was divided into three main Phases. In the first phase, this article explains the failure of the UK governments in the early days of European Integration to lead Europe to the desired direction. In the second phase, the rocky process of UK’s getting the membership of the European Community was analyzed. And in the final phase, the concern focuses on the European politics of UK in the EU, which made the UK governments an outsider of EU member states because of its intransigent position toward european integration. Brexit could be considered as an example which shows that the British identity cannot be easily reconcile with the European identity.
