테러에 대한 경찰공무원의 인식 연구

국문 초록

이 논문에서는 2016년 6월부터 우리나라 테러방지법이 시행된 이후의 경찰공무원과 관련된 동향을 살펴보는 데 의의가 있다. 특히 테러방지법의 제정이 가지는 의미와 현재 경찰공무원들의 테러 관련 인식을 알아보기 위해 설계하였다. 2019년 부산과 울산경찰청 소속 경찰공무원 450명을 대상으로 설문조사 실시하였으며. 종속변수는 테러 발생에 대한 인식을 측정하기 위하여 ‘테러 지식수준, 테러 발생 가능성에 대한 인식, 테러 대응 대책에 대한 인식’ 항목을 각각 측정하였다. 경찰공무원을 대상으로 실시되고 있는 테러 예방 및 대응 관련 교육경험이 테러 지식수준, 테러 발생 가능성, 테러 대응 인식에 영향을 살펴보았다. 연구결과 테러 예방 및 대응 관련 교육을 경험한 경찰공무원은 테러 지식수준이 낮았으며, 국내의 테러 발생 가능성도 낮은 것으로 인식하고 있었다. 또한, 테러 대응에 대한 만족 수준이 낮은 것으로 나타났다. 교육 이수 장소를 중심으로 하여 영향 관계를 검토한 결과 중앙경찰학교 및 인재개발원에서 테러 관련 교육경험이 있는 경찰공무원의 경우에는 테러 지식수준이 다른 기관에서 교육을 받았거나 교육경험이 없는 경찰공무원보다 테러 지식수준이 유의미하게 높은 것을 볼 수 있었다. 추가적으로 테러 관련 교육 횟수가 높을수록 테러 지식수준이 높았으며, 국내 테러 발생 가능성은 작다고 인식하는 것을 볼 수 있었다. 즉, 현재 이 연구를 통하여 경찰공무원을 대상으로 하는 테러 교육의 내용 및 횟수 등을 점검할 필요가 있음을 도출하였으며, 테러 지식수준 및 인식 개선을 위한 정책적 방안을 모색하고자 하였다.

영문 초록

In this paper, it is meaningful to look at trends related to police officials since the nation s anti-terrorism law took effect in June 2016. In particular, it was designed to understand the meaning of the enactment of the Anti-Terrorism Act and the current perception of terrorism by police officials. In 2019, we conducted a survey of 450 police officers from Busan and Ulsan Police Agency. Dependent variables were measured for each of the items level of knowledge of terrorism, recognition of the possibility of terrorism, and recognition of counterterrorism measures . The education experience related to the prevention and response of terrorism conducted for police officials looked at the level of knowledge of terrorism, the possibility of terrorism, and the perception of terrorism response. According to the study, police officials who experienced education related to the prevention and response of terrorism recognized that the level of terrorist knowledge was low and the possibility of terrorist attacks in Korea was low. It also showed low levels of satisfaction with responding to terrorism. As a result of reviewing the impact of the education centers, police officials with terrorism-related education at the Central Police School and the Human Resources Development Institute showed significantly higher levels of terrorism knowledge than police officers with no education experience. In addition, the higher the number of terrorism-related education sessions, the higher the level of terrorism knowledge, and the lower the possibility of domestic terrorism. In other words, through this study, it was necessary to check the contents and frequency of terrorist education for police officials, and to find policy measures to improve the level of terrorist knowledge and awareness.
