중국의 대북 경제협력 실태 분석

국문 초록

중국의 대북 수산업 투자는 북한의 대중국 수출이 지속적으로 증가하는 가운데, 2017년 8월 유엔 안전보장이사회 대북제제 결의 제2371호와 2017년 8월 중국 상무부 공고 2017년 제40호에 의거해 북한 수산물 수출이 전면 금지되기 전까지 진행되어온 사업이다. 북한의 7·1조치 이후인 2003년에서 2015년까지 중국 정부의 비준을 획득한 수산업 분야 대북 투자 기업은 총 16곳으로 파악되고 있다. 중국의 대북 수산업 투자 및 경제협력의 사례를 분석해 본 결과, 분업기지구축형 투자로 평가할 수 있다. 예를 들면 길림성의 경우 중국과 북한의 수산업 분업방식은 먼저 수산물 품질유지가 중요한 1차 가공은 생산지에서 가깝고 저렴한 노동력을 보유한 라선지역이 담당하고, 2차 가공부터는 훈춘지역이 담당하는 구조, 즉 훈춘-라선 분업단지가 구축되었다. 대북 정책 시사점으로는 하나는 세계식량농업기구(FAO)와 북한지역 양식지원사업 공동연구 추진을 고려해볼 수 있다. 다른 하나는 기술지원 중심의 개발지원을 고려하여, 북한이 어업인력, 어장, 양식장을 제공하고 남한이 어선, 어구, 판매망, 양식기술 등을 제공하면서 지속가능한 방향으로 추진하는 방식이다. 따라서 북한에 대한 국제사회의 제재 하에서도 협력이 가능한 사업으로 분류하여 준비할 수 있도록 한다.

영문 초록

China’s investment in North Korean aquaculture industry had been continued along with steadily increasing exports from North Korea to China until the UNSC sanctions Resolution 2371 was passed in August, 2017. And at the same time the Chinese Ministry of Commerce announced a total ban on export of North Korean aquaculture products. After Measures on July 1 of North Korea, there were 16 enterprises in total that had achieved ratification from Chinese government to invest in North Korean aquaculture industry. By analyzing the case of China s investment and economic cooperation in North Korean aquaculture industry, it can be concluded that the type of investment was to build a labor division base. For example, in Jilin Province, first processing of aquaculture products was done in Raseon area where was near to the producing state and had cheap labor, the second and other processings was done in Hunchun area. So it built a labor division area in Hunchun-Raseon area. There can be two implications in policy toward North Korea for our government. One is to consider about making joint research with the Food and Agriculture Organization (FAO) to support on North Korean aquaculture industry. The other one is to think about the development support focused on technology. North Korea provides fishery manpower, fishing grounds, fish farms, and South Korea provides fishing boats, fishing tools, sales nets, and fish breeding technologies to promote in a sustainable way. Therefore, cooperation business project which was possible under the sanction of the international community should be prepared from now on.
