국문 초록

동유럽 사회주의 국가들과 달리 동독의 체제 전환은 서독으로의 편입을 통해 실질적으로 추진되었다. 이는 결국 서독의 주도하에 서독의 제도, 질서가 동독에 이식되는 방식의 체제 전환이라 할 수 있다. 이러한 체제 전환은 그 주체 그리고 방향성에 있어 동유럽의 사회주의 국가들과 차이점을 보인다. 이러한 차원에서 동독의 체제 전환은 1982년 집권한 보수정권의 기본정책인 공급경제학에 기반한 신자유주의 정책의 이식이라 할 수 있다. 이러한 정책은 구체적으로 신탁청에 역할에 구체적으로 나타난다. ‘소극적 경영정상화’, ‘신속한 사유화’로 대변되는 동독의 체제 전환은 결국 그렇지 않아도 낙후한 동독 기업의 경쟁력을 파괴하는 결과를 야기하였고 동독 지역이 자립적인 경쟁력을 갖춘 지역이 아닌 단순히 서독 기업의 생산지로 전락하는 결과로 연결되었다.

영문 초록

Unlike Eastern European socialist countries, the transformations of East Germany was practically promoted through the incorporation into West Germany. This can be said to be the system change in which the system and order of West Germany are transplanted into East Germany under the leadership of West Germany. This transition of system differs from the socialist countries of Eastern Europe in its subject and direction. At this level, the conversion of the East German system is a transplant of neoliberal policies based on supply economics, which is the basic policy of the conservative regime that took power in 1982. These policies are specifically expressed in the role of the Trust agency(Treuhandanstalt). The transformation of East Germany, represented by ‘stimulated management normalization’ and ‘quick privatization’, eventually resulted in the destruction of the competitiveness of the underdeveloped East German companies, and the result was that the East German region was not merely a self-reliant competitive region but simply a production area for West German companies.
